Job Description: Chief, Treasury
Reporting to the Director General, Treasury and Portfolio Management, this position is responsible for the development and execution of the fund raising strategy of the Bank in both domestic and global debt capital markets. In developing the Funding Strategy, the Chief has to ensure that the decisions are based on rigorous assessment of market conditions (including foreign exchange and interest rate movements), and guided by the risk management framework as well as other policies of the Bank with the objective to raise funding in the most cost effective manner. The role requires relevant experience in managing the oversight of credit ratings and the investor relations function of a financial institution.
Specific responsibilities include but not limited to:
- Implement and manage the policy framework relating to fund raising activities and guide financial decisions based on sound banking practices.
- Develop and strengthen investor relations function, diversifying the Bank’s investor base in the global and local debt capital markets (including central banks, official institutions, sovereign wealth funds, asset managers, commercial banks).
- Manage and coordinate interactions with international and local credit rating agencies ensuring the maintenance of the Bank’s credit ratings.
- Develop and strengthen relationships with stakeholders (including other multilateral development banks) to enhance knowledge on policies and related techniques used in portfolio management.
- Coordinate with the financial planning and reporting function, as appropriate.
- Nurture talent and coach the team to ensure continuous learning and development of the team.

Position requirements
- Minimum of 12 years of relevant professional experience in a multilateral development bank or equivalent or regulated private sector financial institution with hands-on experience in the Treasury function, raising funds in various interest rate cycles in global capital market.
- Hands on experience in the development of Funding Plans as well as the execution in both local currency markets and global capital markets.
- In-depth knowledge and experience of debt and equity capital markets, fixed income, currency and liquidity management, asset liability management, accounting for hedging, derivatives and treasury related accounting standards, procedures and policies.
- Deep understanding of the methodologies and rating assessment techniques for multilateral development banks of the three leading global credit rating agencies.
- Prior experience in establishing and maintaining partnerships with international financial institutions.
- Substantial knowledge of liquidity and risk management practices with proven experience in a comparable financial institution.
- Strong leadership and managerial skills in managing a diverse workforce.
- Exceptional strategic thinking, leading change, problem solving, communication and interpersonal skills with high resilience and drive in achieving objectives and goals.
- Relevant experience in a multi-cultural work environment fostering a climate of team work and collaboration.
- Master’s Degree or equivalent in a relevant professional field from a reputed university or a professionally qualified accountant. Relevant certification(s) from globally recognized certification agencies in the related field would be preferred.
