Context

As part of the humanitarian system reform and the IASC Cluster restructuring, the Shelter, Land and Site Coordination (SLSC) Cluster has been established as an integrated coordination platform bringing together the mandates and functions of Shelter and Camp Coordination and Camp Management (CCCM) Cluster alongside the Housing Land and Property (HLP) Area of Responsibility (AoR). This reimagined cluster delivers a coherent vision for effective, sustainable support to affected people across the humanitarian-development-peace nexus, focused on transition and working towards solutions from the start. IOM is co-leading (alongside International Federation of Red Cross and Red Crescent Society (IFRC) this new Global SLSC Cluster.  

Site Management and area-based coordination is one of the six core priorities of the Cluster. This function offers holistic and people-centered approaches to managing displacement in camps, informal sites, collective centres, evacuation centers as well as area-based approaches (ABAs). Coordination of integrated life-saving services at site and area-level remains at the core of the Cluster's mandate, facilitating durable, context-sensitive, and locally owned solutions.

Community Engagement and Accountability (CEA) is another core priority of the Cluster, closely linked to site management functions. The Cluster plays a central role in operational Accountability to Affected Populations (AAP), notably through managing inter-agency Complaint and Feedback Mechanism (CFM) systems, facilitating community participation in decision-making including through community governance structures and engagement with local authorities. The Cluster prioritizes inclusive approaches that address the specific needs and risks of vulnerable populations and promotes conflict-sensitive programming. This strengthens the Cluster's leading role as an interface between communities and the wider humanitarian coordination structures.

The successful candidate will contribute to ensuring that IOM upholds its obligations as the Global SLSC Cluster Co-lead. Under the overall supervision of IOM Senior Emergency, Preparedness and Response Officer, the direct supervision of the Global SLSC Cluster Coordinator, and in close coordination with the CCCM Head of unit, the Site Management and Coordination Officer - Global SLSC Cluster will provide technical support in the implementation of the Global SLSC Cluster initiatives at global and country levels in particular in site management, area-based coordination, and community engagement systems, tools, and capacities. The position will be based in Geneva with regular missions to country cluster operations as required. 
 

Responsibilities

A. Site Management and Area-Based Coordination

  1. Provide technical  guidance to country-level clusters and partners on site management modalities, including static and area-based approaches, in line with the Cluster's core priorities.

  2. Support development and contextualization of cluster technical guidance, standard operating procedures (SOPs), and toolkits for site management and area-based coordination. Support the integration of site management considerations in emergency preparedness and contingency planning.

  3.  Promote harmonization of approaches across operations to improve predictability, quality, and accountability of interventions.

  4. Support technical working groups and communities of practice related to site management and area-based coordination.

  5. Contribute to the development and maintenance of global learning resources and guidance materials notably on site or area management and coordination. Support knowledge management, documentation of good practices, and lesson learning across operations.

B. Community Engagement and Accountability (CEA)

  1. Provide technical guidance and support to country-level clusters on establishing and strengthening Accountability to Affected Populations (AAP) systems, including inter-agency CFMs.

  2. Support the development and contextualization of guidance, tools, and standard operating procedures for community engagement, participation, and two-way communication with affected populations to facilitate the integration of community governance structures and participatory approaches in site and area-level coordination, ensuring meaningful participation of affected communities in decision-making.

  3. Contribute to strengthening the Cluster's role as an interface between affected communities and wider humanitarian coordination structures and stakeholders.

  4. Promote inclusive approaches that address the specific needs and risks of vulnerable populations, including women, children, elderly, and persons with disabilities, and support conflict-sensitive programming.

  5. Support knowledge management and documentation of good practices on community engagement and accountability across operations.

C. Cluster Strategy, Coordination and Partnerships

  1. Contribute to the development and implementation of the Global Cluster Strategy, ensuring site management, area-based coordination, and community engagement priorities are adequately reflected.

  2. At global level, support inter-cluster coordination on site-level and area-based programming, particularly with Protection, Water, Sanitation, and Hygiene (WASH), Health, and other relevant clusters.

  3. Facilitate coordination between site management, community engagement, and other Cluster core priorities including shelter and Housing, Land and Property (HLP).

  4. Support engagement with key partners including UN agencies, Non-Govermental Organization (NGOs), government counterparts, and donors on site management and community engagement priorities.

  5. Represent the Cluster in relevant technical working groups and inter-agency forums as delegated.

D. Information Management and Analysis

  1. In coordination with the Cluster Information Management team, support quality, consistency, and use of site monitoring data and community feedback data for evidence-based planning. Support the development and roll-out of standardized data collection tools, dashboards, and feedback tracking systems.

  2. Contribute to analysis that integrates site-level data with community feedback to inform operational decision-making and advocacy.

E. Capacity Building and Localization

  1. Support the development and delivery of training materials and capacity building initiatives on site management, area-based coordination, and community engagement.

  2. Contribute to strengthening the participation and leadership of national NGOs, local actors, and community-based organizations in site management coordination and accountability mechanisms.

F. Field Support and Deployments

  1. Provide remote and in-person technical support and guidance to country-level clusters during emergencies and surge responses on site management and community engagement.

  2. Undertake field missions to support cluster activation, capacity assessment, and technical support as required. Contribute to after-action reviews and operational learning from emergency responses.

G. Operational Support to Cluster Function

  1. Support the preparation and facilitation of global cluster meetings, workshops, and retreats. Contribute to cluster administration, reporting, and knowledge management.

  2. Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • Master's degree in Humanitarian Affairs, Development Studies, Social Sciences, Urban Planning, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience. 

    Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Experience in site management, camp coordination and camp management (CCCM), or area-based coordination in humanitarian settings;
  •  Experience in community engagement, Accountability to Affected Populations (AAP), or Complaint and Feedback Mechanisms (CFM) in humanitarian contexts;
  • Experience in cluster or sector coordination, preferably at country level is preferable;
  • Demonstrated experience in developing technical guidance, tools, and training materials;
  •  Experience working with diverse humanitarian actors including UN agencies, NGOs, community-based organizations, and government counterparts;
  •  Field experience in emergency response and/or protracted displacement contexts; and,
  •  Experience in information management, data analysis, or monitoring and evaluation is an advantage.
     

SKILLS

  • Strong knowledge of humanitarian coordination architecture, cluster system, site management approaches, and accountability frameworks;
  • Demonstrated understanding of community engagement principles, participatory approaches, and feedback mechanisms;
  • Excellent analytical, writing, and communication skills;
  •  Strong facilitation and training skills;
  •  Ability to work effectively in a multicultural team environment and with diverse stakeholders;
  • Strong organizational skills and ability to manage multiple priorities; and,
  • Good computer literacy and familiarity with information management tools and platforms.

Languages

IOM's official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

Desirable

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
