Organizational Context and Scope
The International Organization for Migration (IOM) Health Assessment Programme (HAP) delivers large-scale migration health assessments globally, including tuberculosis (TB) screening, diagnosis, referral, and treatment in line with receiving country technical instructions and global standards. Asia represents one of the highest TB-burden regions globally, with complex cross-border mobility, large migrant and refugee populations, and diverse national TB programme (NTP) capacities.
The Regional Tuberculosis Coordinator for Asia provides senior clinical, technical, and strategic leadership on TB-related matters across HAP operations and at the interface with broader migration and public health activities. The position strengthens clinical governance, evidence-based practice, system efficiency, and ethical standards in TB management for migrants and refugees, while supporting programme development, partnerships, and resource mobilization.
Under the overall supervision of the Programme Coordinator (Global Health Assessment) and direct supervision of Regional Health Assessment Programme Coordinator, and in close coordination with Migration Health Division Headqu, the Regional TB Coordinator will be responsible for the following:
Responsibilities
1. Clinical and Technical Leadership
• Serve as the regional coordinator on TB screening, classification, treatment, and follow-up within HAP operations.
• Provide expert clinical advice on drug-susceptible and drug-resistant TB, including complex cases (e.g. Multidrug-resistant (MDR)/Rifampicin-resistant (RR) TB, paediatric TB, TB/Human Immunodeficiency Virus (HIV), treatment interruptions, cross-border continuity of care).
• Ensure alignment of HAP TB practices with relevant Ministry of Healthy (MoH) and World Health Organization (WHO) guidance, receiving country technical instructions, and evidence-based standards, while identifying gaps, inconsistencies, or non-evidence-based requirements and practices.
• Closely coordinate HAP TB activities with TB Laboratory and Telerad focal points.
2. Regional Oversight and Quality Assurance
• Review and standardize TB screening and management protocols across all HAP-implementing country offices in the regions.
• Support development, revision, and harmonization of country-specific TB SOPs according to modality of engagement (IOM-managed treatment, support of non-IOM panel treatment, referral-based models).
• Lead or support audits, quality reviews, and corrective actions related to TB screening and management.
• Guide country TB focal points and Chief Migration Health Officers (CMHOs) in applying standardized quality checklists and performance indicators.
3. Data, Evidence, and Systems Stewardship
• Oversee the quality, consistency, and analytical use of TB-related data across the regions, including MiMOSA TB and other relevant modules.
• Analyse regional TB indicators, trends, outliers, and operational bottlenecks; translate findings into actionable recommendations for operations and policy.
• Contribute to the evolution of global TB tools, Standard Operating Procediures (SOP), and electronic systems based on field realities and data.
• Monitor emerging scientific evidence, diagnostic technologies, treatment regimens, and operational research relevant to migrant TB care.
4. Engagement with National TB Programmes and Partners
• Assist HAP operations in liaising with National TB Programmes (NTPs), ministries of health, and key TB stakeholders on migration-related TB issues.
• Support practical, patient-centred solutions for TB treatment of migrants and refugees, including continuity of care across borders and legal statuses.
• Identify and address structural barriers, discriminatory protocols, or unnecessary TB requirements that overload health systems or negatively affect migrants.
5. Programme Development and Strategic Initiatives
• Contribute to the design and technical content of TB-related projects linking HAP with broader public health and development initiatives (e.g. TB in the Greater Mekong Subregion, TB REACH, GLOBAL FUND, other cross-border TB projects).
• Provide technical inputs for concept notes, donor proposals, and reporting related to TB and migration health.
• Support integration of TB activities within broader IOM health, protection, and development programming.
6. Capacity Building and Knowledge Management
• Establish and maintain a functional network of country-level TB focal points across the regions.
• Deliver targeted training, mentoring, and technical updates for clinicians and programme staff.
• Maintain a regional compendium of key TB guidelines and operational references.
• Represent IOM in regional TB meetings, technical working groups, and conferences as required.
7. Incident Management and Risk Mitigation
• Provide oversight and guidance on the management of significant TB-related incidents, including public health, legal, reputational, or operational risks.
• Support escalation pathways and evidence-based decision-making in sensitive or high-impact cases.
8. Other Duties
• Perform additional tasks as required in support of regional and global migration health objectives.
Qualifications
Required Qualifications and Experience
Education
• Master’s degree in Medicine from an accredited academic institution with five years of professional experience; or,
• University degree in Medicine from an accredited academic institution plus Postgraduate level qualification in Public Health, Infectious Diseases, Internal Medicine, or related field with seven years of professional experience.
Experience
• Minimum 7 years of clinical and public health experience, including:
o Tuberculosis diagnosis, treatment, and programme implementation.
o Experience in high TB-burden settings, preferably in Asia;
o Engagement with national TB programmes and/or international health agencies.
• Demonstrated experience in migration health, refugee health, or cross-border health programmes is a strong asset; and,
• Experience with drug-resistant TB, programme scale-up, and operational problem-solving is highly desirable.
Skills
• Strong clinical judgement combined with systems-level and policy awareness;
• Proven ability to analyse data and evidence and translate them into operational and strategic decisions;
• Capacity to navigate complex regulatory, political, and institutional environments with professionalism and independence;
• Excellent communication, negotiation, and advisory skills across cultures and institutional levels; and,
• Ability to balance public health objectives, individual patient protection, and operational realities.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
