The team in which you will work,the Medicrime and Organ Trafficking Unit (Division of Health, Directorate General Human Rights and Rule of Law), provides support to the Committees of the Parties to respectively the MEDICRIME Convention and the Convention against Trafficking in Human Organs (THO), in particular by supporting them in monitoring the implementation of both Conventions by the states parties and facilitating the collection, analysis, exchange of information, experiences and good practices. The team also ensures the link with relevant stakeholders. Finally, the team prepares meetings and follow-up activities in close cooperation with states parties and observers.
As a Programme Manager, you will be responsible for supporting the effective implementation of both Conventions from a law-enforcement perspective. You will provide expert guidance and technical assistance, and you will be responsible for designing, coordinating, and delivering related activities in close cooperation with states parties and other member states. In this context, you will have to perform the following main tasks:
- Develop intelligence reports, design and implement law-enforcement activities and cooperation programmes related to the MEDICRIME and THO Conventions;
- Contribute to the regular work and visibility of both Committees of the Parties through the preparation of meetings, including those of its bureau and working group(s), and thematic webinars addressed to law enforcement authorities, legal professionals, civil society and the private sector in the field of the two Conventions;
- Manage the MEDICRIME 24/7 Network for law-enforcement and legal professionals;
- Ensure the development of training modules for Police Academies and other law-enforcement agencies of the state parties;
- Where need be, organise conferences on both Conventions to encourage further commitments by member states;
- Support the development of cooperation of both Committees of the Parties with Europol and INTERPOL;
- Participate in Council of Europe meetings and other relevant fora relevant to law-enforcement in the fields concerned;
- Provide practical law-enforcement expertise to combat the falsification of medical products and similar crimes or organ trafficking in support of strategies’ development, research activities, and reporting;
- Serve as the focal point and work in close collaboration with colleagues from other units, divisions, and directorates general, as well as with internal networks (Police Network) and the Council of Europe’s external representations for the implementation of both Conventions from a law-enforcement perspective;
- Advise on progress made and results achieved, future needs, risks, and opportunities;
- Review strategies to be implemented in the relevant field;
- Establish and maintain internal and external contacts with relevant commissions, committees, professional associations and national and international institutions and authorities;
- Contribute to the administrative and budget management of the Unit.
You must:
- have the support of the member State seconding you to the Council of Europe;
- hold a higher education degree or qualification equivalent to a master’s degree () in law, political or social sciences, international relations or a related field;
- have at least 3 years of relevant professional experience in the practice of law-enforcement functions, or monitoring or implementation in the fields of human rights or health policies;
- have very good knowledge of one of the two official languages of the Council of Europe (English) and knowledge of the other (French);
- be a citizen of one of the member States of the Council of Europe.

- Professional and technical expertise:
- Experience in the design, drafting, management and implementation of policies and activities relevant to governments to combat falsified medical products or organ trafficking;
- Knowledge of and understanding of the Council of Europe standards in the area of organ trafficking or counterfeit medical products.

- Be a graduate from a police academy;
- Experience of collaboration with Europol, Interpol and WHO;
- Previous professional experience in relevant bodies or institutions at national level and/or in an international setting.
This vacancy is for a secondment, ruled by Article 23 of . You can consult the conditions of secondment to the Council of Europe (days of leave, allowances etc.) on the webpage . This secondment foresees the relocation allowance and the travel expenses from the Organisation as indicated in Article 23 of the Resolution.
