Context

Under the overall supervision of the Chief, Corporate Solutions Unit and direct supervision of the Business Relationship Manager, the Oracle Finance Functional Specialist will be responsible for delivering scalable, end-to-end functional solutions across Oracle Fusion Financials Cloud including driving implementation and post-production support, with a strong focus on financial control, compliance, and reporting.
 

Responsibilities

  1. Provide expert functional support for Oracle Fusion Financials modules, including:
    o General Ledger (GL)
    o Accounts Payable (AP)
    o Accounts Receivable (AR)
    o Fixed Assets (FA)
    o Cash Management
    o Expenses
    o Subledger Accounting (SLA)
    o Tax
    o Financial Consolidation and Close Cloud Service (FCCS)
    o Oracle Account Reconciliation Cloud Service (ARCS)
  2. Manage and troubleshoot daily finance, Project Portfolio Management (PPM), Supply Chain Management (SCM) and all other subledger operations issues, including journal processing, subledger transactions, SLA journal generation, and account reconciliation.
  3. Analyze root causes of recurring system or process issues and implement sustainable solutions.
  4. Optimize and enhance existing configurations, approval workflows, and accounting setups to improve performance and accuracy.
  5. Maintain and adjust Subledger Accounting rules and mappings to reflect changes in business policies or accounting standards.
  6. Collaborate with business users to gather enhancement requirements and translate them into scalable Oracle Cloud solutions.
  7. Support monthly and year-end financial close activities, ensuring subledger-to-ledger integrity, Cost Value Reconciliation (CVR) and Retail Sales Value (RSV) settings, and SLA journal accuracy.
  8. Perform functional impact analysis and testing for quarterly Oracle Cloud updates and new features.
  9. Contribute actively and as needed to subprojects including AP Optimization and Automation.
  10. Coordinate with technical teams for data uploads, custom reports (BI Publisher, Oracle Transactional Business Intelligence (OTBI), and integrations as needed.
  11. Maintain configuration documentation, user guides, and knowledge base articles for finance users.
  12. Oversee the relevant Configuration Workbooks (CWB), making changes directly or overseeing changes made by support partners, to ensure it is always up to date and accurately reflects all configuration changes in all environments.
  13. Deliver end-user training and promote adoption of new features and enhancements.
  14. Perform such other duties as may be assigned.
     

Qualifications

Education

  • Master’s degree in Management, Information Technology, Computer Science, Engineering, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with five years of relevant professional experience.
  • Certification in Oracle Cloud modules is an advantage.

Experience
Technical and functional experience working on ERP systems, including:

  • 5+ years of functional experience with Oracle Cloud ERP Financials, including at least with at least 1 full-cycle Oracle Cloud Financials implementation;
  • Proven experience supporting financial close processes and operational finance teams;
  • Prior experience supporting global Oracle ERP implementations or large-scale enterprise deployments is a strong advantage;
  • Exposure to other Oracle Fusion modules such as Procurement and Financials is an advantage.

Skills

  • Hands-on expertise in Oracle Cloud ERP Financials modules: GL, AP, AR, FA, Cash Management, Expenses, and Fusion Tax;
  • Demonstrated working knowledge of Subledger Accounting (SLA):
    o    Rule configuration,
    o    Journal generation,
  • Subledger-to-ledger reconciliation;
  • Demonstrated knowledge of Finance, Accounting and international accounting standards (e.g., International Public Sector Accounting Standards (IPSAS) is highly desirable;
  • Troubleshooting and impact analysis;
  • Proficiency with Oracle Cloud tools: OTBI, BI Publisher, Smart View, File-Based Data Import (FBDI), and Application Development Framework Desktop Integration (ADFdi);
  • Strong problem-solving, communication, and documentation skills;
  • Ability to manage multiple support tickets, enhancements, and user requests simultaneously;
  • Oracle Cloud PPM or Financials cloud certification is an advantage;
  • Exposure to other Oracle Fusion modules such as Procurement and Financials is an advantage;
  • Demonstrated ability to liaise effectively with internal technical and business stakeholders;
  • Ability to coordinate a team comprising internal resources, consultants, and system integrators (contractors).

Languages
IOM’s official languages are English, French, and Spanish, all staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Spanish, and Russian) is an advantage.
