BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As Syria navigates a new chapter marked by historic opportunities and enduring challenges, the scale of humanitarian needs remains overwhelming. Today, more than 70 percent of Syria’s population continues to depend on some form of humanitarian assistance. Over half of the population is grappling with food insecurity, with nearly 3 million people facing severe food insecurity.  Around 7 million people remain displaced internally, while more than 4 million are refugees in neighbouring countries. Since December 2024, hundreds of thousands of refugees and internally displaced Syrians have begun returning to their areas of origin. Many more plan to return and will require vital support as they reintegrate.

The United Nations World Food Programme (WFP) is the largest humanitarian agency operating in Syria since 1964 and is uniquely positioned to support Syrian communities in their recovery through its expansive reach and scale. WFP’s interventions prioritize emergency relief and resilience-building efforts focused on the most severely food insecure populations. Additionally, WFP is a key actor in the country’s social protection sector also plays a vital role in strengthening Syria’s social safety-net systems.

Operating under its 2022-2026 Interim Country Strategic Plan (iCSP), WFP addresses the growing food and nutrition needs livelihood, resilience and early recovery, and reviving food systems, in close collaboration with the Syrian government, humanitarian and development stakeholders.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

  • Provide technical support and assist in the development and implementation of M&E/APP/CFM activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.

  • Provide specialized M&E coordination support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.

  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. Monitoring reports, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.

  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.

  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate monitoring to ensure efficient delivery of food assistance.

  • Support the capacity building of WFP staff, cooperating partners and national government.

  • Act as a point of contact for resolution of a range of operational queries and problems in relation to M&E/APP/CFM.

  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.

  • Collaborating closely with programme team to ensure effective and efficient delivery of programme objectives utilising various food assistance delivery modalities.

  • Coordinate the market price data collection and ensure data quality in collaboration with the VAM focal point at the Field Office.

Specific Job Content:

1.         Monitoring

  • Supervise the Monitoring team, inform on staffing needs and ensure regular trainings are delivered to WFP Field Monitors (FMA) and Third-Party Monitors (TPM)

  • Ensure a balanced monitoring coverage, with a priority of expanding WFP direct monitoring in accessible areas

  • Conduct regular field visits, conduct key informant interviews and focus group discussions to understand the operational context and ensure oversight over the work of FMAs, TPMs and CPs, understand underlying issues and identify actionable solutions

  • Verify the quality of the data collected by Monitors, TPM, etc. and support the implementation of country office data quality initiatives

  • Support the testing and improvement of monitoring tools, analyze information gathered, extract key findings, patterns, recurring issues, areas for improvement, report on them and ensure follow-up

2.         COMET

  • Ensure the COMET Roles and Responsibilities are fulfilled as per the COMET SOP

  • Support WFP CO by ensuring timely data entry and coordinating reconciliation efforts at FO level

3.         Targeting

  • Support Beneficiary Verification exercises, including the retargeting, in close coordination with the country office and VAM team

  • Lead the verification process of the re-targeting exercise based on the guidance developed by the country office team when required

4.         Accountability to Affected Populations (AAP)

  • Act as focal point for the AAP team in the Syria CO and support the roll-out and enhance of the AAP System in Syria

  • Ensure weekly reports received from the WFP Beneficiary Feedback Mechanism helpline and the helpdesks are reviewed, and cases are referred to the relevant focal points in the FOs as per the WFP defined process flow and confidentiality protocols, ensure action is taken and update them in the WFP ticketing system

  • Follow-up with CP’s to ensure weekly and monthly helpdesk reports are shared with the FOs and ensure via field visits their effectiveness and proper implementation

  • Synthesize the BFM findings and link them to monitoring observations.

  • Engage with the CO functional teams and FOs to ensure that the knowledge base of the Beneficiary Feedback Management (BFM), including Q&As, feedback categories, sub-categories, responses to feedback, and mapping of CP’s BFM’s, locations of activities, & retailers, are updated to ensure most up to date information on operational activities are communicated to affected populations and participate in consultation with the CP and communities about the most effective way to provide their feedback and issues related to accountability.

5.         FLA

  • Support the preparation of FLAs for the M&E related sections or sections relevant to monitoring planning e.g. Food Distribution Point mapping

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience:

At least six (6) years of experience in roles that cover Monitoring and Evaluation/programme implementation, and other related functions

Knowledge & Skills:

Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook).

Good data analysis skills and knowledge of data visualization (sample tools could be statistics programmes such as SPSS/STATA/R, Tableau/Power BI).

Behavioural competencies such as Leadership, Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.

Languages:

Fluency in both oral and written communication in English and Arabic Languages
