Expert MEAL and Research in Anticipatory Action*
in Bonn und Berlin
The position is to be filled in part time (80%) by May 1, 2026, with a contract duration until 30.04.2029. There are good prospects for extension. Employment location will be Bonn or Berlin, Germany.
The MEAL & Research Expert will lead the design, harmonization, and implementation of Anticipatory Action specific MEAL systems across WAHAFA countries and projects. The role ensures systematic monitoring of project progress, evaluation of anticipatory approaches, and structured learning processes that generate robust evidence on the effectiveness and impact of Anticipatory Action. The position will provide technical support to partner organizations to develop and operationalize AA-adapted MEAL mechanisms for individual Build and Fuel projects. It will strengthen cross-country and cross-project coherence, enable knowledge exchange, support synergies and institutionalize global learning. In close collaboration with research partners, universities and academia the MEAL & Research Expert will ensure that project-generated data meets scientific standards and contributes to the broader evidence base on Anticipatory Action. At the same time, the project will benefit from access to state-of-the-art research, methodological innovation, and emerging evidence, enabling continuous improvement and adaptive programming. The evaluation of the first WAHAFA phase underlined the need for a full-time MEAL Expert to reach all MEAL related goals.
Your responsibilities
MEAL system support and implementation
- Ensuring the implementation and continuous advancement of a WAHAFA MEAL system in cooperation with the Welthungerhilfe Head Office MEAL Team
- Accompanying the implementation of the WAHAFA MEAL framework in Build and Fuel projects in cooperation with the partner organizations’ MEAL officer
Learning, evidence, and knowledge management
- Facilitating cross-organizational learning workshops between WHH and partner organizations to promote knowledge exchange, peer learning, and harmonized practices
- Capturing and disseminating lessons learned, best practices, and case studies, ensuring they contribute to global Anticipatory Action evidence and learning and support advocacy
- Supporting evidence generation, including contributions to research, analysis, and evaluations within WAHAFA
Evaluations and quality assurance
- Initiating, coordinating, and overseeing the external evaluation of the 2nd phase of the WAHAFA program
- Assuring quality across MEAL deliverables, including data collection, reporting, and learning outputs from WHH and partner organizations
Research partnerships and academic collaboration
- Developing and maintaining partnerships with universities, research institutes, academic networks and think tanks to advance evidence generation on Anticipatory Action and access state-of-the-art research, methodological innovation, and emerging evidence, enabling continuous improvement and adaptive programming
- Supervising the integration of findings into programme learning processes and strategic decisions
Your profile
- A university degree in a relevant field like social science, humanitarian action or similar
- At least three to five years of professional experience MEAL or research in (anticipatory) humanitarian action
- Experience in development humanitarian MEAL systems, resarch in a related field and applying participatory methods
- You recognize the growing value of impact assessments and data analyses in your field and are eager to build your awareness and skills to incorporate data-informed approaches into your work.
- Willingness to work in countries where Welthungerhilfe or program partners are implementing or supporting anticipatory action projects
- Willingness and flexibility to travel to project countries
- Very good English and French language skills
