Expert Communications and Engagement Anticipatory Action* 

in Bonn or Berlin 

The position is to be filled by May 1, 2026, with a contract duration until 30.04.2029. There are good prospects for extension. Employment location will be Bonn or Berlin, Germany.

The position is part of the WHH Anticipatory Humanitarian Action Facility 2.0 (WAHAFA) program funded by the German Federal Foreign Office (GFFO). The aim of WAHAFA 2.0 is to establish anticipatory action mechanisms and strengthen the capacities and future engagement of WHH and NGO members of the Humanitarian Aid Coordination Committee (KOA) and their local humanitarian partners (LHP) in Anticipatory Humanitarian Action. 

The WAHAFA project’s backbones are the Program Management Unit (PMU) and the Technical Advisory Team (TAHAT), which both ensure the overall success of the implementation of the project. The multi-country (at least 20 countries from the first phase of the project) and multi-partner (at least 13 INGOs and 25 local NGOs), and multi-stakeholder approach (including gov-ernmental institutions at international and national level, and research institutions) applied within the WAHAFA program at Welthungerhilfe (WHH) requires fully efficient governance and support structure to sufficiently address the complexity and scope of the interventions.The PMU and TAHAT ensure state of the art quality measures on a) risk understanding and analysis, and the development of trigger mechanisms, and b) support for the development and vali-dation of AA mechanisms through Anticipatory Action Plans (AAP).

Increasing the visibility and understanding of Anticipatory Action as an innovative and evidence-based humanitarian approach is a strategic priority of WAHAFA 2.0. The Communications and Engagement Expert will lead the development and implementation of targeted communication strategies to position WAHAFA and its donor (GFFO) at national, regional, and global levels. The role will promote the added value of acting early, translating technical evidence and project results into compelling narratives for policymakers, the Anticipatory Action community, and the wider public.

The position will also strengthen WAHAFA’s advocacy and external engagement by strategically planning and coordinating participation in key conferences and policy forums. This includes shaping key messages, ensuring coherent inputs and high-quality session design, managing stakeholder engagement, and overseeing administrative preparation to maximize visibility and influence.

Your responsibilities

  • Establishing and operationalizing a communication and visibility plan for the WAHAFA project to support the project goals
  • Conceptualization, editing, and distribution of public relations and other multi-media communication materials, e.g. presentations, position papers, articles
  • Obtaining and processing information and communication contributions from the WAH-FA 2.0 PMU & TAHAT and its stakeholders and conceptualizing and operationalizing pub-lications and media products for the WAHAFA project
  • Developing and realizing communication campaigns to reach project goals
  • Coordination with the Communication, support media and social media teams of WHH and partner organizations to streamline communication about anticipation
  • Supporting the media team in responding to media inquiries and actively place WAHAFA/anticipation-related topics in media outlets
  • Identifying and realizing opportunities to enhance knowledge about the project, and co-ordinating publicity events as required
  • Support the preparation of conferences, conference sessions, events and their administrative handling
  • Coordinating with organizations within and outside the WAHAFA 2.0 network to plan and organize events
  • Supporting communication with partners, vendors and consultants
  • Support additional administrative tasks around partnerships, workshops, and program management

Your profile

  • A university degree in a relevant field like social science, commmunication or media management, humanitarian action or similar
  • First experience in media work, communicating humanitarian topics and knowledge of (anticipatory) humanitarian action
  • Willingness to work in countries where Welthungerhilfe or program partners are implementing or supporting anticipatory action projects
  • Willingness and flexibility to travel to project countries
  • Very good English language skills, French is an asset
