The International Rescue Committee (IRC) is implementing a comprehensive multi‑sector humanitarian response across Libya. Through the establishment of Baity Centers—including both fixed‑site and mobile modalities—the IRC will deliver an integrated package of protection, education, and health/nutrition services tailored to the needs of children, adolescents, and caregivers. The program prioritizes the most vulnerable and crisis‑affected populations.
As part of this initiative, the IRC seeks to strengthen its community‑based health interventions by recruiting a Community Health Worker (CHW). The CHW will play a key role in promoting health awareness, facilitating early identification of health concerns, supporting effective referrals to appropriate health services, and enhancing positive health‑seeking behaviors within targeted communities.
Scope of Work
- The Community Health Worker (CHW) will support community-based health and MHPSS activities in designated health facilities, municipalities, protection sites, and surrounding communities in Misurata, Libya (transportation between assigned locations will be managed by the staff themselves). This includes conducting community outreach and health education, supporting early identification of health and mental-health needs, facilitating referrals to primary healthcare and MHPSS services, and strengthening communication between communities and health teams. The CHW will engage closely with MOH, MHPSS staff, community leaders, local civil society organizations (CSOs), and actors operating in protection sites to ensure continuity of care, coordinated service delivery, and timely access to health and protection-related services. The CHW will contribute to strengthening collaboration between health services, community structures, and protection actors to ensure an integrated response for vulnerable populations.
Expected Outcomes / Deliverables:
- Deliver high-quality community-based health promotion and awareness activities, including health education, disease prevention messaging, basic mental health awareness, and referral to appropriate health or MHPSS services aligned with national guidelines and IRC health and MHPSS protocols.
- Coordinate and collaborate with local CSOs, protection site focal points, and community-based organizations to facilitate outreach activities, referrals, and follow-up of vulnerable individuals.
- Maintain accurate activity records, beneficiary tracking, and timely reporting, ensuring data quality and confidentiality.
- Coordinate closely with community leaders, medical teams, psychologists, protection actors, CSOs, and referral facilities to ensure continuity of care while maintaining respectful and culturally sensitive communication with the community.
- Support in modifying and disseminating health and awareness materials to beneficiaries, including within protection sites and through CSO networks, as necessary.
- Participate in Quality and Performance Improvement activities, coordination meetings (including inter-sectoral and protection coordination when required), and program review meetings as requested.

Duration of the Work
The expected engagement duration for the Community Health Worker will be three months, with a possibility of extending the service contract as per the project timeline/need.
Anticipated start date for the Community Health Worker position will be March 15th, 2026, with expected completion/end date April 31. 2026.
Key Working Relationships:
In addition to the relationship mentioned under the expected outcomes, the Community Health Worker is expected to engage with the health manager/ Senior health manager.
The Community Health Worker will not be line managing any internal staff.
Duty station: This service contractor is required to provide the above-mentioned services in Misurata.
Qualifications and requirements of a successful individual contractor:
- Relevant background in health (e.g., public health, medical doctor, nurse, paramedic) or proven knowledge of basic public health topics.
- A resident or native of the target community, with established trust and acceptance within the community.
- Ability to work in a multi-cultural environment with daily travel to different field sites.
- Good experience in Microsoft Office (Word, Excel, and PowerPoint) and ability to read and write in Arabic and English.
- Ability to use basic graphic design software or applications (e.g., Photoshop or similar tools) is an advantage.
