Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
- Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
- Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
- Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background
UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. Since its establishment, UNDP/PAPP has delivered over USD 1.7 billion in development assistance to the Palestinian People.
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centred around the concept of ‘Transformative Resilience’ and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
The Cleaner also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.
Duties and Responsibilities
1.Maintain the cleanliness of the office:
- Perform cleaning functions as required, including washing, sweeping, dusting vacuum-cleaning and polishing.
- Clean surfaces, including floors, furniture, walls, doors, windows, carpets, etc.
- Empty and clean waste-paper baskets.
- Keep office rooms, kitchens and toilets clean and hygienic.
- Maintains and cleans all cleaning equipment utilized.
- Maintains and cleans external premises, windows and doors of Office.
2. Ensure Timely Watering of Greenery in and around the office premises.
3.Monitor and inform direct supervisor regarding stocks of all cleaning supplies.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
4. Institutional Arrangement
Under the guidance of Operations and Services Manager and direct supervision of the Logistics Assistant, the Cleaner will undertake the assigned functions

Min. Education requirements:
- Secondary school education
- Secondary school diploma is an asset.
Min. years of relevant work experience
- 1 year of relevant experience required with secondary school education.

- Basic computer literacy is an advantage.
- Ability to operate office cleaning equipment is an advantage.
- Proven work experience as a Cleaner with an international organization or Embassy is an asset.
- Ability to work independently and prioritize tasks.
- Ability to follow instructions and schedules.
- Ability to travel between Jerusalem and West Bank
Languages: Required Language(s)
- Fluency in Arabic language is required.
- Working knowledge in the English language is required.
