Organizational Setting
The FAO Partnership and Liaison Office in Azerbaijan, in partnership with the Ministry of Agriculture of the Republic of Azerbaijan, is implementing the project UTF/AZE/021/AZE – “Improvement of Seed and Agro-Chemical Laboratory and Certification Services under the Agrarian Services Agency”. This project aims to support the renewal and modernization of the country's support system for agricultural production through the activities of laboratories that are compliant with international standards, apply advanced methods, and have enhanced national capacities installed.
Reporting Lines
Under the overall supervision of the FAO Representative in Azerbaijan (FAOR), the programmatic guidance and direct supervision of the Assistant FAO Representative (AFAOR), and the technical guidance of the Lead Technical Officer (LTO), the Web Developer will work in close coordination with the Agrarian Services Agency (ASA) and the National Project Coordinator
Technical Focus
The incumbent will be responsible for the redesign, development and deployment of the official website of the Agrarian Services Agency (ASA) (axa.gov.az), ensuring that the website meets modern usability, accessibility, security and multilingual communication standards and supports ASA’s institutional visibility and service delivery objectives. The website is expected to serve a diverse user base including government institutions, farmers, private sector actors, NGOs, academia, development partners and the general public.
Tasks and responsibilities
• Review the existing ASA website structure and content and propose an improved information architecture and site map aligned with user needs and institutional priorities.
• Design and develop a modern, user-friendly and fully responsive website interface compatible with desktop, mobile and tablet devices and all major browsers.
• Develop full multilingual functionality for the website, including Azerbaijani (primary language) and English, ensuring seamless language switching and independent content management per language.
• Integrate ASA’s corporate visual identity, including logo, colour palette and branding elements, into the website design in line with FAO and institutional visibility requirements.
• Develop the website using secure, widely adopted and sustainable open-source technologies and a content management system (CMS) that allows to independently manage and update content.
• Configure global and section-specific search functionality to enable fast and accurate retrieval of information across all website languages.
• Design and implement dynamic content modules, including news, announcements, publications, media galleries, and downloadable resources.
• Integrate website analytics tools to track visitor statistics, page views and download metrics, and provide access to relevant analytical data.
• Develop and integrate interactive user engagement and feedback tools, including content rating options, short feedback questions and optional commenting features for selected content types.
• Design and implement secure user content upload functionalities for documents, links, projects, events, videos and good practices, including validation, moderation and approval workflows prior to publication.
• Ensure full compliance with gov.az domain requirements, HTTPS/SSL security standards, role-based access controls and protection against common web vulnerabilities.
• Incorporate feedback throughout the development process and ensure timely finalization of all deliverables in line with agreed technical specifications and FAO standards.
• Deliver all website components, source code, configurations and design assets in editable and reusable formats.
• Ensure timely finalization of all website components for internal review, clearance and approval processes in line with FAO corporate communication and visibility guidelines.
• Ensure full functionality of the website in both Azerbaijani and English languages, including accurate display, navigation and content management for each language version.
• Ensure that the website is developed in a manner that allows the client to independently manage, update and maintain content without long-term dependency on external vendors.
• Provide clear technical documentation and user guidance materials to support future website administration and maintenance.
• Develop a clear, logical and user-oriented website structure that facilitates easy access to information and services for diverse user groups.
• Ensure that the website design is functional, intuitive and accessible, without unnecessary complexity that may hinder usability.
• Ensure that the website layout, navigation and content presentation are appropriate for the target audience from a technical, professional and cultural perspective.
• Apply modern UI/UX principles and best international practices for public-sector websites.
• Optimize website performance to ensure fast loading times and stable operation, including in low-bandwidth environments.
• Ensure compliance with accessibility standards and inclusive design principles, where applicable.
• Maintain a high level of attention to data security, user privacy and system reliability throughout the development process.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Secondary school education
• At least 3 years of professional experience in website development, including front-end and back-end development
• Working knowledge (level C) of English and Azerbaijani
• National of Azerbaijan or resident of the country with a valid work permit

Selection Criteria
• Proven experience in developing responsive, multilingual websites using modern web technologies and content management systems.
• Strong knowledge of HTML, CSS, JavaScript and server-side technologies, as well as database integration.
• Experience with open-source CMS platforms and user role and permission management.
• Demonstrated understanding of web security standards and protection against common vulnerabilities.
• Ability to manage multiple tasks and deliver high-quality outputs within tight deadlines.
• Prior experience with FAO or UN agencies and knowledge of their branding and visibility guidelines is an asset.
