Job Description
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the LMSI Programme Coordinator, the successful candidate will support the implementation of the Labour Mobility and Social Inclusion Programme in Poland, with particular responsibility for coordinating the activities of the Warsaw Integration Center.
The Integration Center in Warsaw, operated by IOM, aims to foster the social and economic integration of migrants within the local community. It provides comprehensive, integrated support services tailored to the needs of both migrants and host communities. The services include among others Polish language courses, language cafe, career counselling, skills job matching, navigation through process of skills and qualification recognition, employability workshops, upskilling courses, support of integration assistant, psychosocial support, social mixing initiatives. The Center seeks to strengthen migrants’ Polish-language communication skills and facilitate their access to decent employment in line with their qualifications, aspirations, and labour market demands; enhance their awareness of their legal rights and obligations in Poland; reinforce their capacity to navigate the Polish institutional system independently; and promote their psychosocial well-being. At the same time, it contributes to social cohesion by providing a space conducive to the development of meaningful social relationships between migrants and members of local communities while organizing engagement and intercultural initiatives.
Responsibilities
Assist in planning, coordinating implementing and monitoring operations of Warsaw Integration Centre considering changing needs of migrants and local communities, ensuring best quality of delivered services and compliance with the donor requirements and IOM standards.
Supervise, provide guidance/training, coordinate and monitor work of other staff of Warsaw Integration Centre.
Draft correspondence on project issues, compile, summarize, analyse, and present information, data, and reports related to Warsaw Integration Centre services, highlighting noteworthy issues for the consideration of appropriate parties; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
Monitor budget implementation for Warsaw Integration Centre activities and propose adjustments as necessary to ensure effective and timely delivery.
Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
Maintain effective liaison, cooperation and coordination with local authorities, partners, private sector actors, labour office and Social Assistance Center, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
Monitor work of implementing partners and service providers and report any non-compliance to the supervisor.
Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
Regularly update in response to changing local context the referral system for Integration Centre beneficiaries, further develop and implement outreach and promotional activities targeting potential beneficiaries, prospective employers, local community organizations and institutions, and other relevant stakeholders.
Identify new opportunities and areas of cooperation with the private sector in the scope of employability support; further develop a network of prospective employers, establish and maintain contact with them.
Perform other related duties as assigned.
Qualifications
EDUCATION
School diploma with six years of relevant experience; or,
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.
EXPERIENCE
Experience in coordination and managing of comprehensive projects aiming at social-economic inclusion of migrants;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
Experience in supervising a team of minimum 3 persons;
Experience in working in a diverse multicultural environment;
Experience in developing, applying processes, and monitoring in order to ensure high quality services and accountability towards clients/beneficiaries;
Experience in coordination of an integration centre for migrants is an advantage.
SKILLS
In-depth knowledge of a broad range of migration-related subject areas addressed by the Organization, particularly excellent knowledge of the social and economic integration of migrants and refugees in Poland, including social, legal, and institutional aspects.
In-depth knowledge of the Polish labour market, including labour demand trends.
Strong business analytical skills, practical knowledge of how to foster entrepreneurship, and familiarity with regulations related to establishing and running a business by migrants,
Excellent knowledge of legal framework related to migrants' access to the labour, with special focus on Ukrainian nationals.

LANGUAGES
IOM’s official languages are English, French, and Spanish.
For this position, fluency in Polish and English is required (oral and written).
Ukrainian, Russian or Spanish will be an asset.
