Organizational Setting and Reporting Relationship
The position of Principal Evaluation Specialist is assigned to the Thematic and Country Division (IETC) within the Independent Evaluation Department (IED). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered. IETC gives feedback on performance and shares evaluation lessons. It prepares corporate, thematic, country, and sector evaluations and validations. The division also evaluates projects and technical assistance primarily in public sector management and social sectors (education, health, and social protection).
You will report to Director, IETC and will oversee Junior team members.
Your Role
As Principal Evaluation Specialist, you will lead evaluations at the corporate, thematic, and country levels and support the related knowledge outreach and sharing of this work. You will focus on macroeconomic and fiscal policy, public sector management, and policy-based lending (PBL), including budget support programs like countercyclical support, sector development, and disaster financing.
You will:
- Lead evaluations and quality assurance reviews of social sector projects (education, health, and social protection).
- Lead on evaluating institutional and thematic issues related to modalities like PBL and countercyclical support for budget support, ensuring best practices in evaluation methods during economic downturns, pandemics, and natural disasters.
- Lead the Validation of Country Program Reviews and Country Assistance Program Evaluations.
- Prepare synthesis notes, topical papers, and other evaluation products involves a focus on social sectors. These sectors include education, health, and social protection. Additionally, the preparation may also focus on macroeconomic issues, fiscal policy, public debt, and other aspects of public sector management.
- Prepare project and Technical Assistance (TA) performance evaluation reports and quality assurance reviews on public sector management, and social sectors (education, health, and social protection).
- Provide comments on draft evaluation reports and ADB operational documents.
- Share evaluation findings to promote learning within ADB, development partners, and member countries, while building networks with evaluation departments of other multilateral development banks.
- Perform other tasks as assigned by Division Director or tasks that may be assigned as reflected in your work plan.
Qualifications
You will need:
- Master's degree in economics, public policy and public administration, finance, business administration, development studies, social sciences or relevant fields; or University degree and at least 5 years specialized experience relevant to the position can be considered
- At least 12 years of relevant development and/or operational experience is required, including economic policy dialogue at the corporate, country, sector, and thematic level. Additionally, you should have at least 6 years of experience in development evaluation, including project-level, and outreach in developing countries. Furthermore, they have at least 3 years of experience in the Asia-Pacific region.
- Advanced skills in domain expertise in public sector management and public financial management, with applied microeconomics experience.
- Advanced skills in development evaluation theory, methods, and practice, including project and evaluation management.
- Advanced English competencies, with experience in evaluation communication, engagement, and knowledge sharing.
- Experienced team leader, exercising management, coordination, and planning responsibilities over diverse unit and mentor team members.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
