Background:

NRC works to protect the rights of displaced and vulnerable people during crisis and meet immediate humanitarian needs, prevent further displacement, and contribute to durable solutions. Through our mobile emergency response capacity, we provide lifesaving multisectoral assistance to crisis affected populations in hard-to-reach areas across South Sudan. In areas throughout the country where we have established operations, we ensure that displacement affected people are safe, can exercise their rights, access quality services and protection and secure durable solutions. To that end, we contribute to safe and stable environment needed to allow for return and reintegration or integration of displaced communities. We do this through advocacy, coordination, and collaboration, as well as integrated and multi-sectoral long-term interventions. 

In South Sudan, NRC established in 2004 and provides humanitarian aid and supports durable solutions with integrated and multi-sectoral long-term interventions in six core competencies: Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, WASH and Shelter. In line with NRC global direction, our WASH and Shelter programmes are transitioning from mainly humanitarian response to support communities with more sustainable water systems and sanitation facilities in response to securing lasting solutions. Also, NRC has the ambition to grow its urban programming to facilitate durable solutions for the swelling urban population in South Sudan.

What we are looking for:

As a consultative member of the CMG and the leader of the risk and compliance function in the CO, the Risk and Compliance Manager is responsible for: leading the CO's efforts to effectively manage risks; promoting a risk management culture; ensuring the CO’s compliance within high-risk areas and with regulations not specific to a given function (i.e. SSD, COTER, sanctions); and responding to any issues or questions that arise relating to the CO’s work on PSEA, DPR, legal, Code of Conduct and complaints management.

What you will do:

Generic Responsibilities:

  1. Support the CMG and the Country Director (CD) by ensuring: 

  2. That risks in the CO’s operations are identified, assessed and controlled effectively; and 

  3. CO’s compliance within high-risk areas/issues, by:

    • identifying such high-risk areas/issues;

      • conducting regular compliance checks on the said areas/issues (e.g. spot checks);

      • reporting regularly to the CD and the CMG on compliance issues; and

      • leading the implementation of compliance improvement measures throughout the CO.

  4. Hold the risk management and compliance related CO registers, namely the CO Risk Register, Waiver Register, Recommendations Tracker and Standards Operating Procedures (SOPs) Register.

  5. Advise and support in-country function leaders (Head of Support, Area Managers, Head of Programmes, Health Safety and Security Manager) in implementing compliance improvement measures related to high-risk areas/issues.       

  6. Ensure that SOPs in the CO are aligned with policies and regulations not related to a specific function, are coherent with other SOPs throughout the CO and NRC and follow basic quality principles.

  7. Ensure that mechanisms to report, process and respond to complaints on staff behaviour from internal stakeholders (whistleblowing) are in place in the CO and in line with existing NRC requirements.

  8. Provide advice, training and support to CO staff on the following: i) Areas of expertise held by the R&C function at HO (i.e. Risk management, compliance, Anti-corruption, Data Protection, Code of Conduct, legal and complaints management) and ii) compliance with regulations not specific to a given function (i.e. SSD, COTER, sanctions).

  9. Contribute to the development of NRC’s RM framework by documenting lessons learned and best practices in the CO.

  10. Management of staff and resources of the R&C function at CO.

Specific Responsibilities:

  1. Review and advice on the initial risk assessment and eligibility screening of high risk partners and identify, map, and prioritize local NGO partners based on capacity, access, and strategic relevance 

  2.  Supporting in reviewing/contribute to the R&C sections of the OAT and advising program teams on request for high-risk local partners.

  3. While serving as an advisory role to management (HoP/AMs) Identify compliance issues early and collaboratively develop corrective action plans with the partner and relevant NRC staff.

  4. working collaboratively led by the Project Coordinators/managers or Partnerships Advisor. R&C manager provide insights, advise on and also be involved in supporting capacity building initiatives (e.g. facilitate trainings relating to R&C topics but not be the responsible role to design and implement capacity building plans touching on local partners). 

What you will bring:

Generic professional competencies: 

  1. Minimum 5 years proven working experience as senior manager in multi-support function (Finance, logistics, HR and or programs) in the humanitarian sector.

  2. Proven experience in risk management, partner' risk assessments and auditing

  3. Documented results related to the position’s responsibilities.

  4. Knowledge and skills in the international regulatory context applicable for INGOs.

  5. Knowledge and skills in any of the following: safeguarding, accountability to affected populations or Code of Conduct related matters.

  6. Knowledge about own leadership skills/profile.

  7. Fluency in English, both written and verbal.

  8. Valid driver’s license.

Context related skills, knowledge and experience:

  • Knowledge of the regulatory context in the country of service

  • Fluency in local working language (if necessary)

  • Other to be defined by the CO

An estimated 9.4 million people in South Sudan need humanitarian assistance and protection services in 2023, reflecting 76 per cent of the population. Many of the 2.3 million South Sudanese living in protracted displacement since 2013 have been displaced multiple times and cannot return home. The ongoing conflict in Sudan continues to drive significant displacement into South Sudan with hundred thousands new arrivals since April 2023. The returnees are encouraged to go to areas of origin, places that are equally vulnerable and lack basic services. Often their houses, land or property has been destroyed by the civil war or is occupied. Humanitarian actors are over stretched by the volume of returns and associated needs. 

Over 83 per cent of South Sudan’s population relies on subsistence farming, livelihood, and fishing as their primary source of livelihoods, leaving them vulnerable to climatic and conflict related shocks and stressors. Disrupted supply chains, weakening currency, and rising cost, diminishes the purchasing power of the population, exacerbating existing malnutrition and food insecurity. South Sudan remains one of the most severe protection crises in the world, with high levels of gender-based violence and significant gross human rights violations across the country, and with people impacted by violence having limited access to justice and the rule of law. 

Despite significant deployment of humanitarian assistance, the cumulative effects of years of conflict, a surge in sub-national violence, and unprecedented flooding, leaves vulnerable population in urgent needs of basic services and protection.
