Background
The Carry-on Youth programme in Mocimboa da Praia is supporting marginalised and conflict-affected youth in accessing educational, livelihoods and social engagement pathways. The project provides vocational, soft skills and digital training to youth, centred in the NRC-established Youth Hub in Mocimboa da Praia. The youth project will provide continuous support, guiding and mentoring to project beneficiaries, ensuring they have the capacities, knowledges and opportunities to access desired pathways. NRC will support the youth project beneficiaries after the trainings to find internships and provide legal support for self-employment pathways. The Youth hub in Mocimboa da Praia is at the centre of all the activities, as a community centre and a safe space for youth where they can access digital resources and mentorship to access their desired pathway.
Roles and responsibilities
The Youth team leader is responsible for the day-to-day implementation of the youth programme, staff management, field-level reporting and liaising with stakeholders in Mocimboa da Praia. He/She will carry out technical support activities, supporting developing tools for learning assessment and evaluation, and set-up guidelines to operationalize the youth hub. The Youth team leader will work together with the Youth PDM and Digital Officer and defining the operational model of the Youth Hub, put it in practice and set-up feedback mechanism on the Youth Hub training offer.
Generic Responsibilities
Ensure compliance with NRC policies, tools, handbooks and guidelines.
Implement delegated portfolio of Youth program (activities, budget and project documents) in line with the project workplan and ensure high technical quality
Prepare and develop activity reports as required by management
Ensure proper preparation and filing of project documentation for youth program activities
Line management of Youth staff in the area office
Assess, promote and document ideas for technical improvement and further program development options
Ensure that project is directed to the target population and stakeholders as defined in the youth program strategy and project proposal
Contribute to monitoring and evaluation of the youth program activities, in collaboration with the M&E team
Support the collection and analysis of sex- and age- disaggregated data (quantitative, qualitative and anecdotal) so that it can be more effective in meeting beneficiary needs in NRC and partners’ programming.
Specific responsibilities:
With technical guidance from the Youth PDM, oversee and supervise the implementation of youth project activities in Mocímboa da Praia.Organize NRC Youth activities in Mocimboa da Praia with the youth team, youth PDM and logistical support

Monitor and report the progress of the project activities and ensure they are implemented according to plans,
quality standards, budget and (donor) guidelines.
Support the Youth PDM in the workplan design and execution according to the youth activities strategy
- Support the set-up and implementation of the operational management of the youth hub in Mocimboa da Praia and identify, analyze and evaluate key processes and gaps in the implementation of the team activities and make recommendations for improvement.
Ensure direct communication and feedback with project beneficiaries, set-up feedback mechanism on project activities and organize and coordinate assessments (design, data collection) with M&E staff
Work with project development manager and the monitoring and evaluation unit to ensure that data is collected and recorded appropriately.
Contribute to develop the communication strategy to inform youth in Mocimboa da Praia on the project activities with the active inclusion of all community members and marginalized groups
Conduct technical assessments and participate when required in focus group discussions, community meetings, and other community mobilization activities.
Support Youth PDM by providing information on reconciliation of deliveries of any inputs (CVA, in kind, grants) is transparent, up to date and complete in accordance with NRC guidelines and donor requirements
Support assigned staff in their professional development, identify training needs, and support staff to achieve the objectives defined in their learning development plans.
Always work with a gender and protection lens and ensure that these aspects are incorporated into all Youth plans and activities.

Generic professional competencies
Minimum 3 years experience working in a technical and/or operational youth programme management role
Previous experience from working in complex and volatile contexts
Documented results related to the position's responsibilities
Prior experience in technical capacity development
Fluency in spoken and written Portuguese, knowledge of English is an asset.
Knowledge of local languages spoken in Cabo Delgado, especially in Mocimboa da Praia district
Ability to multi-task and work with short deadlines
Ability to work independently and proactively with limited daily support and supervision
Context related skills, knowledge and experience
- Contextual understanding of youth sector and stakeholders in Mozambique is an advantage.
