Background
The Finance Coordinator position supports the effective financial management of the Area Office in Pemba, Cabo Delgado, ensuring that financial systems, procedures, and controls are implemented in accordance with NRC policies, donor regulations, and national legal requirements. The role contributes to maintaining transparent, accurate, and timely financial reporting to support programme implementation and accountability in a complex humanitarian context.
Cabo Delgado hosts several NRC programme interventions requiring strong financial oversight and coordination across multiple projects and funding sources. The Finance Coordinator provides technical guidance to finance staff in the area office and works closely with programme and support teams to ensure efficient financial planning, budget monitoring, and compliance. The position plays a key role in strengthening financial management capacity at field level while ensuring alignment with country office and global NRC standards.
Roles and responsibilities
The purpose of finance coordinator position is to ensure that adequate financial management routines and systems are in place in the area level and that NRC’s accounting practices and standards are adhered to, and are in accordance with quality and policy requirements from NRC, donors, auditors and local authorities and meanwhile Finance Coordinator is responsible to provide day to day leadership on implementation of all Finance functions in NRC Cabo Delgado Area Office. S/he will take an active role in supporting field based finance staff comply with NRC and donor guidelines and lead on all Finance activities conducted in Cabo Delgado Area Office. In addition to the routine Finance tasks at Area Office level, the Finance Coordinator will specifically oversee and manage all financial matters related to the US pooled fund project. The role will provide technical line management to Finance staff in Pemba.
Generic Responsibilities
1. Implement NRC’s systems and procedures at area level
2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
3. Prepare and submit reports and analysis
4. Ensure proper filing of all support documents
5. Support line managers in procedures and require support team trainings
6. Ensure that the accounting, monitoring and reporting are according to procedures
7. Support project staff in financial matters
8. Maintain budget control and monitor cash flow for the area
- Specific responsibilities:
- Prepare and analyze the Balance Accounts Reconciliation in NRC Area Office Cabo Delgado.
- Prepare and analyze the Project BVA in NRC Cabo Delgado Area Office.
- Contribute to the design, development and implementation of grants management policies, procedures and practices .
- Participate in the preparation of the administrative budget in the Area Office.
- Training of finance and non-finance staff on financial procedures and policies.
- Ensure monthly budget monitoring is done .
- Ensure timely request of cash in the Area Office to ensure proper cash flow is maintained at all times.
- Ensure timely preparation of payment vouchers
- Act as Area Office Focal person for Project Financial Management, providing guidnace to the programme teams on Financial procedures and donor compliance
- Manage the assigned project budget in close coordination with the program team and ensure that budget planning, revision, consumption and forecasts are on track
- Provide support to the Finance Manager in preparation of donor financial reports and project financial documentation[TH1]

- Minimum of 3 years’ experience in financial accounting and Budget management
- Good knowledge of financial reporting systems
- Very strong computer based financial analysis skills
- Good hands-on experience with Microsoft Excel, Word and PowerPoint
Context related skills, knowledge and experience
- Knowledge of the context in Cabo Delgado Mozambique
- Knowledge of the local language and English
- Strong analysis skills (qualitative and quantitative)

- Experience working with Excel and other computerized accounting systems. knowledge of Agresso software package will be an added advantage.
