Overview of positionThe HR & Government Relations Specialist is responsible for managing end-to-end HR operations while ensuring full compliance with Saudi labor regulations and government reporting requirements. The role acts as the primary liaison between the organization and Saudi regulatory authorities, overseeing employment registration, government portal administration, and localization compliance.
In liaison with the CTG COM and RRAD teams at HQ, the position manages recruitment administration, onboarding, consultant records, payroll coordination, benefits administration, and government relations activities across multiple regulatory systems. The role also supports Saudization initiatives and ensures accurate regulatory reporting through key Saudi government platforms
HR Operations & Employee Lifecycle
•Manage the full employee lifecycle including recruitment administration, job offers, onboarding, contract issuance, personnel file management, and offboarding.
•Maintain accurate HR records and employee documentation within the HR management system.
•Manage employee timekeeping, leave administration, and roster coordination.
•Act as the primary HR contact for consultants and employees, resolving day-to-day HR administrative matters.
Recruitment & Hiring Administration
•Coordinate recruitment processes including job postings, candidate screening, interview coordination, and offer preparation.
•Support recruitment through national employment initiatives and platforms such as Taqat and Hadaf.
•Ensure compliant onboarding of national and international consultants in line with project and regulatory requirements.
Payroll, Compensation & Benefits
•Coordinate accurate payroll processing including allowances, consultant payments, and benefits administration.
•Manage employee registrations and contributions with gosi (General Organization for Social Insurance).
•Coordinate employee benefits including medical insurance administration.
•Prepare periodic HR reports including headcount, payroll, payslips and employment metrics.
Government Relations & Regulatory Compliance
•Manage HR regulatory processes and employee registrations across Saudi government platforms including: QIWA, MUDAD, Muqeem, Balady, Absher Business
•Coordinate compliance matters with relevant authorities such as the Ministry of Investment and the Saudi Business Center.
•Support Saudization compliance and workforce localization requirements.
Operational & Client Support
•Coordinate with internal stakeholders and clients to ensure efficient HR service delivery, addressing operational issues promptly and maintaining alignment with project requirements.
•Conduct clients visit when needed/upon client request to enhance the work relation with client
Other tasks
•Provide the employee with HR required documentation if applicable/when requested
•Conduct weekly/ monthly reporting to line manager
This role reports to the Country Operations Manager
Key competenciesEducation
•Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field.
Experience
•5–8 years of experience in HR operations, government relations, or HR administration in Saudi Arabia.
•Demonstrated experience working with Saudi government portals such as QIWA, General Organization for Social Insurance, MUDAD, and Absher Business.
•Proven experience managing recruitment, onboarding, payroll coordination, and HR administration.
Skills
•Strong knowledge of Saudi labor law and employment regulations.
•Experience managing Saudization and localization compliance.
•Strong administrative, organizational, and analytical skills.
•Ability to manage multiple HR processes in a fast-paced operational environment.
•Strong communication and stakeholder coordination skills.
