Job Description
The General Inspectorate of Border Police (GIBP) under the Ministry of Internal Affairs (MIA) of the Republic of Moldova is the national institution responsible for implementing the state policy in the field of integrated state border management, prevention and combating cross-border crime, with direct atributions in the field of border surveillance and control of state border crossings.
Within the framework of the project “Enhancing the Border Police’s operational and training capacity towards strengthened border management in the Republic of Moldova”, financially supported by the Bureau of International Narcotics and Law Enforcement Affairs (INL) within the United States Department of State and implemented by the International Organization for Migration (IOM), the mission contributes to addressing multifaceted border management challenges by strengthening the institutional and operational capabilities of border authorities.
The purpose of this engagement is to respond to the need for improvement of the technical and procedural capacity of the Border Police to conduct second line screening at border crossing points in an expedited and thorough manner, in compliance with the best international practices. IOM builds on the already established collaboration with GIBP and based on the national authority’s request, adopts a structured approach in providing specialized assistance. Such assistance is provided from the perspective of IOM’s mandate and expertise, and in collaboration with other relevant national authorities.
Eligible for this assignment are experts and specialized companies with proven record in capacity building on this domain.
Responsibilities
Under the overall guidance of the IOM Chief of Mission and Programme Coordinator - Migration Governance, and the direct supervision of Programme Officer/IBG Unit, the incumbent will perform a comprehensive assessment of the current technical capacity, procedures and practices, infrastructure and dedicated equipment availability for second line verification, as opposed to applicable international standards including but not limited to the Schengen Borders Code (Regulation (EU) 2016/399) as well as the Migration and Asylum Pact. This activity will look as well into internal regulations and procedures utilized in performing second line checks, as well as the relevant legal framework supporting the GIBP in streamlining SLC activities across all BCPs. Furthermore, necessary consideration will be given to clearly defining the limits of First Line Checks and criteria for referral to SLC.
The findings and recommendations are expected to inform the review of GIBP’s related SOPs, practices and procurement plans on SLC in accordance with best international practices.
For this purpose, the incumbent will be responsible for the following:
Draft assessment workplans and briefings detailing the scope of assessment and steps to be followed, for approval by IOM and relevant national authority;
Map relevant national legislation, regulations, and internal procedures governing SLC and reflect the findings in the final report;
Conduct a desk review and analysis of the current applicable legal and institutional framework in Moldova relevant to the performance of SLC and utilisation of relevant equipment;
Map and analyse operational procedures applicable to SLC, as well as technical and procedural safeguards;
Review compliance with international obligations, including data protection and privacy frameworks, and particularly EU standards on Integrated Border Management/Border Checks as they relate to Schengen Border Code and Migration, Asylum Pact and other EU documents;
Identify gaps, possible overlaps, issues of coordination and conflicts within the current legal system, areas where it is not in compliance with international obligations of Moldova as well as the intended developments related to EU accession preparations;
Assess the infrastructure allocated for SLC, equipment and human resources capacity, including staff skills and capacity, training, and deployment of staff engaged in SLC;
Assess existing development plans of GIBP towards practices registered in EU countries and compare/reflect them in the required capabilities of the available information systems;
Propose recommendations on the SLC improvement and modernisation, including in relation to the applicable SOP and policies related to the utilisation of SLC equipment in accordance with international law, as well as Human Rights aspects;
Undertake travels to and inside Moldova as needed for the implementation of assessment and report objectives;
Submit recommendations for improvement of IOM’s IBM programming and implementation strategy;
Prepare briefing notes, presentations ands reports as required for the assignment implementation;
Participate in meetings, interactions, briefings as required for the implementation of consultancy;
Collaborate and coordinate with other IOM consultants and relevant stakeholders as guided by IOM.
Qualifications
Education, Experience and/or skills required
EDUCATION
Advanced degree in National/International Security Studies, Law, Border Management, or related fields.
EXPERIENCE
Minimum 7 years of relevant professional experience, including managerial responsibilities in border control.
Proven expertise in Border Control in operational and managerial roles.
Strong understanding of Moldova's context and legal frameworks.
Familiarity with specialized SLC equipment and operational procedures is an asset.
Previous experience as Schengen evaluator is an asset.
LANGUAGES
For this position, fluency in English is required. Fluency in Romanian is a key asset.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
