Organizational Setting and Reporting Relationship

The position of Sustainable Solutions Specialist is assigned to the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila.

You will report to the Director, Climate Change and will oversee junior team members.

Your Role

As a Sustainable Solutions Specialist, you will support departments across ADB in the monitoring and implementation of climate actions under ADB's Climate Change Action Plan, 2023-2030 (CCAP) and related activities including the coordination of the Climate Change and Disaster Resilience (CCDRM) community of practice, activities around the Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) and other relevant corporate responsibilities. The Specialist will develop, coordinate, and monitor programs, tools, and investments to support economically efficient climate-resilient and low-carbon development in ADB's developing member countries (DMCs).

The Specialist will support internal analytical and strategic initiatives in the context of the CCAP and in support of the CCDRM community of practice and other bank-wide climate initiatives to further embed climate action across operations to achieve ADB's climate ambition and to further strengthen ADB's position as the regional climate bank. The Specialist will promote multilateral and regional cooperation, particularly through partnerships and networks on climate change.


You will:
Monitor CCAP implementation

· Oversee, monitor, report on and communicate on the roll-out and implementation of the CCAP and specific actions for a range of stakeholders.

· Oversee the preparation of the CCAP mid-term review and organize outreach activities and knowledge sharing events as climate actions are implemented.


Coordinate and support the CCDRM community of practice and Climate Action Coordination Committee

· Coordinate and support the CCDRM community of practice and the Climate Action Coordination Committee and provide support to working groups to be established for key CCAP deliverables.

· Organize knowledge sharing events to support the implementation of ADB's climate agenda and to integrate climate adaptation and mitigation considerations into the development agenda across ADB's engagement and project cycle. Drive increased use of digital and knowledge solutions.


Support strategic climate initiatives, knowledge generation and sharing

· Provide strategic and technical leadership to relevant internal work streams of CCSD under the CCAP and coordinate the associated corporate requirements.

· Help to drive the use of digital and Contribute to the strengthening of global and regional partnerships and inter-agency relations including public-private-civil society partnerships to support ADB's climate change agenda.


Provide operational advice and support

· Lead or support the design, processing and/or implementation of technical assistance to support or develop investments, knowledge services and capacity building related to climate change.

· Extend assistance to ADB operations to incorporate advanced climate technologies and carbon finance in ADB operations and to address climate change issues.

Qualifications

You will need:

● University degree in climate change, environmental sciences, economics, engineering or other related fields, preferably at post-graduate level or its equivalent.

● At least 6 years of work experience, including international level, in the development design, and management of climate projects, technology, policy, finance, and development work. International experience working in several countries.

● Understanding of climate change analysis and policy, including international climate change negotiation history, set-up of global frameworks, and country policy positions as well as national climate policy implementation arrangements.

● In-depth experience in working with multiple stakeholders, preferably in Asia and the Pacific.

● Strong multidisciplinary competence combined with substantial and demonstrated experience of applying climate change adaptation or low-carbon considerations within development work.

● Familiarity with operations, policies, and procedures of multilateral financial institutions is preferred.

● Ability to utilize and share relevant knowledge to benefit the broader ADB community and support knowledge transfer.

● Strong analytical and strategic thinking skills.

● Excellent presentation and interpersonal skills to articulate and represent ADB's activities and directions in conferences and workshops, dynamically participate in networks, and interact effectively with ADB management, staff, and counterparts in other institutions.

● Excellent team player and experience in leading diverse teams.

● Excellent written and verbal communication skills in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
