East Asia and the Pacific (EAP) Region

Growth has been uneven across and within countries, institutions still need strengthening, and most countries are heavily affected by climate change. The Bank plays a significant role in addressing domestic development challenges and also on global public goods, including climate, biodiversity, water pollution, and health. The COVID pandemic, food and energy price increases, and more recently geopolitical issues are compounding the impact of the global economic challenges on the Region. The World Bank Group is seen as a premier development institution in EAP, with a leadership role on analytical and advisory services as well as financing.

The Finance, Competitiveness, and Investment Global Department (FCI GD)
The FCI GD, which is part of the Prosperity Vertical of the World Bank, fosters sustainable financial sector development and private sector-led growth, and helps create markets in client countries. https://worldbankgroup.sharepoint.com/sites/WBFinance 
The EAP FCI team supports its client countries in the EAP Region through designing and implementing innovative lending operations. It also provides cutting-edge advisory services and high-quality analytical work designed to support policymakers on a range of issues related to financial sector development, strengthening private sector competitiveness, and supporting investment and innovation. 
Duties and responsibilities

• The China work program of the World Bank’s FCI GD covers a variety of analytical and operational projects aimed at enhancing the stability, efficiency, and developmental impact of the Chinese financial sector.

• Under the direction of the FCI Practice Manager for China, the Financial Sector Specialist will support FCI’s work program across several topics. These include safety and soundness of financial institutions, financial regulatory reforms, financial market development, climate finance, and climate risk assessments.

• Specifically, the Financial Sector Specialist is expected to:

     •Lead, under the guidance of management and senior staff, preparation of self-standing knowledge (advisory and analytical) products and parts of World Bank’s lending operations in China and other countries as appropriate.

     •Compile and analyze relevant data to prepare detailed written technical input into the ongoing monitoring of the Chinese financial sector and broader macro-financial issues, including leading/co-leading the monitoring of regional financial markets. Take responsibility for keeping and updating a comprehensive financial sector database for China. 

     •Conduct high quality research and analysis across the above-mentioned technical areas, playing a substantial role, including task leadership, in drafting various Policy and Technical Notes.

     •Contribute to other technical reports and other World Bank products such as the China Economic Updates and other deliverables related to policy dialog with senior Chinese financial sector authorities

     •Contribute to preparation and implementation support of the World Bank’s lending operations, supporting Task Team Leaders as appropriate.

     •Participate in discussions on, and dissemination of, policy analysis and recommendations on financial sector related issues, including via workshops, conferences, and roundtables.

     •Maintain close liaison with key government counterparts.

Selection Criteria

•Master’s degree in international development, public policy, finance, economics or equivalent.

Minimum of 5 years of directly relevant experience, or related experience, especially in development policy research and financial sector analysis; prior experience in a multilateral development bank would be a plus.

•Fluency in both English and Chinese (Mandarin) required, with excellent oral and writing skills in both languages.

Understanding of financial sector issues from a regulatory/policy/development perspective; proven experience across the following thematic areas would be an advantage: 1. Safety and soundness of financial institutions 2. Financial regulatory reforms 3. Financial market development 4. Climate finance.

•Solid knowledge and experience of the Chinese financial sector including familiarity with financial sector data across different market segments and good knowledge of key government counterparts, financial institutions, and other market players.

Experience working with data and strong skills in quantitative analysis, including the implementation of financial sector diagnostic tools.

•Strong ability to multi-task and manage a range of assignments simultaneously under tight deadlines, as well as prioritize and coordinate with team members. 

Strong interpersonal communication and good team player who can work as a member of a multi-disciplinary and multi-cultural team.
