Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination; (ii) Humanitarian Diplomacy and Digitalization; (iii) Legal, Governance Support and Accountability; and (iv) People and Strategy.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The Evaluation function is part of the Executive Office within the People and Strategy Division. It plays a critical role in strengthening organizational accountability by providing evidence, learning, and analysis to inform decision-making, resource allocation, and operational effectiveness. Relocating the function to the New Delhi hub enhances alignment with Audit and supports systematic follow-up on evaluation recommendations and management responses.

The Coordinator, Evaluations reports to the Director of the Executive Office and works closely with internal stakeholders and the IFRC network to ensure evaluations contribute to improved performance and accountability.

Job Purpose

The Coordinator, Evaluations leads the implementation of the IFRC Evaluation Framework and annual evaluation plan, ensuring quality, consistency, and utility of evaluations across the organization. The role provides technical guidance on evaluation methodologies, systems, and tools, and oversees processes for baselines, reviews, case studies, and learning exercises.

By strengthening evaluation capacity and promoting systematic follow-up on recommendations, the Coordinator ensures evaluations drive organizational learning and accountability, supporting IFRC’s strategic objectives and donor commitments.

Job Duties and Responsibilities

  1. Evaluation Planning and Oversight
  • Compile and maintain the annual IFRC evaluation plan, ensuring alignment with organizational priorities and donor requirements.
  • Facilitate discussions with senior management to secure ownership of evaluations and integrate findings into strategic decision-making.
  • Monitor implementation of the revised Evaluation Framework and ensure compliance with evaluation standards and policies.

     2. Quality Assurance and Methodology

  • Provide technical leadership on evaluation design, methodologies, and tools to ensure rigor and relevance.
  • Oversee quality control of evaluations conducted across the organization, including baselines, reviews, case studies, and learning exercises.
  • Promote innovation in evaluation practices, including exploring new technologies and approaches.

      3. Systematic Follow-up and Learning

  • Ensure a structured process for follow-up on evaluation recommendations, including tracking management responses and reporting progress to leadership.
  • Maintain and update the IFRC Evaluation Bank to support organizational learning and accountability.
  • Extract and synthesize lessons learned from evaluations to inform strategic and operational improvements.

      4. IFRC network Coordination and Joint Accountability

  • Foster synergies across the IFRC network by promoting joint evaluations and reducing duplication of efforts that burden National Societies.
  • Collect and maintain data on planned evaluations across the IFRC network to support coordination and shared accountability frameworks.
  • Engage with National Societies and regional offices to harmonize evaluation approaches and encourage collaborative learning.

 

     5. Capacity Building, Knowledge Management and Engagement

  • Provide guidance and coaching to IFRC teams and National Societies to strengthen evaluation competencies.
  • Develop learning curricula for evaluation practices.
  • Animate and sustain a global community of practice for PMER practitioners to foster knowledge sharing, peer learning, and exchange of best evaluative practices across the IFRC network.

 

       6. Team Leadership

  • Supervise the Senior Officer and intern to deliver evaluation activities and maintain systems.
  • Plan and oversee the work of the evaluation team, ensuring effective resource allocation and high performance.
  • Foster a culture of accountability, continuous improvement, and innovation within the team.

Education

Master’s degree in the social sciences, international development or related discipline

Experience

1. Out of total 18+ years of professional experience at least five to eight years of experience in designing and implementing integrated results-based monitoring and evaluations systems and processes

2.Proven experience in leading, managing and coordinating evaluations.

3.First-hand experience in designing and managing survey processes (online and offline).

4.Direct experience in coaching programme staff, facilitating trainings and creating learning tools.

5.Experience in overseeing and managing projects with multiple actors.

6.First-hand experience in selecting and managing consultants

7.Familiarity with the Red Cross and Red Crescent Movement.

8.Experience in direct management of a small team

Knowledge, Skills and Languages

1.Strong knowledge of key M&E concepts, tools, and best practices

2.Familiar with qualitative and quantitative data collection and analysis methodologies.

3.Demonstrated leadership in managing or co-managing evaluations with good negotiating skills.

4.Proven ability to manage processes/projects and acts as team leader/member including of multicultural teams.

5.Results-oriented and demand-driven.

6.Excellent verbal and written communication skills

7.Proficient in Microsoft Office (Word, Excel and Powerpoint).

8.Fluent spoken and written English

9.Good command of another IFRC official language (French, Spanish or Arabic)
