About this position

We are looking for an analytical, organized and strategic water and sanitation public policy consultant. As a water and sanitation public policy consultant, you will provide high-level analytical, strategic, and operational support to the Division Chief by supporting strategic planning and management processes, ensuring quality control of division-wide written products, tracking commitments, follow-up actions, and internal coordination, and strengthening communication and decision-making processes across the division.

You will work in the Water and Sanitation (WSA) Division of the Infrastructure and Energy (INE) Department. This team is responsible for conceptualizing, preparing, supporting the execution, and supervising the IDB’s operations related to water and sanitation, drainage, and solid waste management. We seek to ensure universal and sustainable access to high-quality water, sanitation, and solid waste management services to contribute to a low-carbon, sustainable economic growth of our member countries in Latin America and the Caribbean, and a better quality of life for their citizens. WSA works with the country departments to design and implement country and regional financial and non-financial programs and projects and evaluates the development results and impacts of such interventions. It also performs quality enhancement functions for social development projects and programs and other infrastructure sectors, including guiding, designing, and preparing Bank products, execution, and analysis and mitigation of risks and climate change action.

What you’ll do

  • Conduct policy research and prepare briefs, analytical notes, talking points, and summaries to inform the Division Chief’s decision-making.
  • Provide analytical support on cross-cutting issues such as climate resilience, governance, utility reform, and financing.
  • Prepare or improve high-level presentations for internal and external audiences, division strategies, action plans, and annual work plans (AWP).
  • Review, edit, and ensure consistency of presentations, reports, technical documents, speeches, and talking points submitted to the Division Chief.
  • Ensure alignment with IDB corporate standards, institutional messaging, and sector priorities.
  • Track commitments, next steps, and deliverables emerging from meetings chaired or attended by the Division Chief.
  • Prepare briefing materials for missions, high-level meetings, and external engagements, and inputs to institutional processes (e.g., country programming, corporate reporting).
  • Maintain an updated system for monitoring division initiatives, deadlines, mission schedules, and operational milestones.
  • Coordinate with team leaders, specialists, and support staff to ensure timely execution of tasks and information flow.
  • Draft minutes, follow-up notes, and summary reports.Support coordination with other IDB divisions, country offices, and strategic partners.

What you'll need

  • Education: Master’s degree (or equivalent advanced degree) in Public Policy, Public Administration, Economics, International Development, or other fields relevant to the responsibilities of the role.
  • Experience: At least of 5 years of progressive experience in public policy analysis, project coordination, strategic planning, or development work.
  • Languages: Proficiency in English and Spanish, spoken and written, is required.

Type of contract and duration

  • International consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
