Knowledge Management and Communications Specialist – (JP RWEE Secretariat)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Knowledge Management (KM) and Communications Specialist will lead on the implementation of a knowledge management and a communication strategies for the Joint Programme ‘Accelerating Progress Towards Rural Women’s Economic Empowerment’ (JP RWEE).
The JP RWEE is a partnership initiative of FAO, IFAD, UN Women and WFP that aims to economically empower rural women in Nepal, Niger, Rwanda, the Pacific Islands, Tanzania and Tunisia, and in further countries subject to resource mobilization. The programme applies a holistic, integrated approach to rural women’s economic empowerment, generating synergies that capitalize on each agency’s mandate, comparative advantage and institutional strength to achieve lasting improvements to rural women’s livelihoods, rights and resilience in the context of sustainable development, the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. The JP RWEE focuses on four key outcomes for rural women: 1) improved food and nutrition security, 2) increased incomes to sustain livelihoods and build resilience, 3) enhanced leadership and participation in rural households, communities and institutions, and 4) a more gender-responsive policy environment for the economic empowerment of rural women.
The implementation of the JP RWEE is overseen by an International Steering Committee and Technical Advisory Committee at global level, and by a National Steering Committee at country level. The Global Coordination Unit is responsible for the overall management and coordination of the programme, including global level communications and knowledge management, and is based in WFP’s headquarters in Rome. The first phase of the JP RWEE was implemented in seven countries from 2014 -2021. A second phase of the programme started in 2022. The specialist will lead on the implementation of a knowledge management and a communication strategies, and will also support and coordinate with country teams in the development and implementation of communications and knowledge management plans.
Under the supervision and guidance of, and in close collaboration with, the JP RWEE Global Coordinator, the MEAL Global Coordinator, and in close collaboration with country-level National Coordinators, the Knoweldge Management and Communications Consultant will be expected to assume the responsibilities listed below:
ACCOUNTABILITIES/RESPONSIBILITIES:
Knowledge Management and Learning
- Implement the established knowledge management strategy, adapting it where necessary;
- Brief country teams on the knowledge management strategy and support teams to implement their knowledge management plans and activities;
- Revamp a knowledge management platform for the programme and orient country teams on use of the platform;
- Develop and disseminate knowledge products within the JP RWEE at the global level;
- Oversee the development and dissemination -of knowledge products at global and country level;
- Provide guidance to the country teams on how to identify, package, disseminate, apply, and adapt knowledge within the JP RWEE.
- Work to create a culture of learning within the programme.
Communications
Communication Strategy
- Adapt communications strategy for the second half of the JP RWEE Phase II in line with the resource mobilization strategy;
- Develop annual communications plans for global level
- Provide technical support to country teams to develop country level communications plans.
- Develop communication annual reports for consolidated annual reports.
- Support in the review of the communication and knowledge management annexes of the annual workplans.
JP RWEE Website
- Develop a plan to maintain the website on an ongoing basis;
- Develop web content and materials that showcase the work of the JP RWEE, including programme good practices, human impact stories, learning and innovation;
- Liaise with the JP RWEE web developers to update the website as needed;
- Coordinate with communications focal points in the four participating UN agencies (PUNOs) to ensure that materials and content are cross promoted via the web;
- Monitor website traffic and suggest ways in which to optimize potential traffic.
Communications Products
- Develop high quality communications products, including newsletters, briefs, factsheets, stories etc. for use in multiple channels targeting diverse audiences (practitioners, policy makers, academics, donors, private sector etc.), in order to advocate for rural women’s economic empowerment; increase the visibility of the JP RWEE, and support the resource mobilization efforts;
- Develop infographics, visuals and layouts for use in JP RWEE briefs, factsheets, presentations, reports and other products, to provide concise and accessible information on programme impact;
- Create a repository of JP RWEE branding guidelines, visual assets and templates to facilitate a homogenize visual identity of the programme across country offices;
- Identify communication and outreach needs of the JP RWEE activities and identify targeted audience groups, events, platforms and other opportunities for JP RWEE participation, to maximize the visibility of JP RWEE activities and its contribution to the field of rural women’s economic empowerment;
- Generate donor specific visibility content for use across a range of platforms, to contribute to JP RWEE Phase III resource mobilisation efforts;
- Develop and maintain a contact database for JP RWEE communication and information dissemination;
- Maintain an internal photo library to support the publication of communication material and knowledge management products.
Coordination and Events
- Support the preparation of participation for in-person events including the development of content, the development and dissemination of communications material to promote the event, and logistical arrangements;
- For virtual events, including webinars, lead on the technical set up of the event through the chosen platform and the organisation of preparatory meetings and practice sessions;
- Revamp an inter-agency communications working group and regularly liaise with the communications focal points from each agency in order to identify and maximise opportunities for the inclusion of the JP RWEE in events, publications, newsletters, social media etc., and develop and share associated material accordingly;
Social Media
- Implement the established JP RWEE social media strategy, adapting it where necessary, in order to raise the profile of the JP RWEE with stakeholders, including policy makers, practitioners and donors;
- Produce content, develop and scale-up the JP RWEE social media platforms (Gender Equality Community on Viva Engage, Twitter, Instagram);
- Develop and implement a schedule of regular and diverse social media posts to raise the profile of the JP RWEE for internal and external audiences;
- Monitor and analyse digital and social media sites, identifying opportunities for inclusion of the JP RWEE in the digital platforms and social media of other organizations, and informing the development of communication activities and strategies;
- Coordinate with communications focal points in the four agencies to ensure that materials and content are cross-promoted via their social media channels; monitor and analyse communications indicators and adjust accordingly to increase visibility and social media engagement;
- Monitor and report on social media analytics for inclusion in progress and donor reports as part of wider programme monitoring.
Country Level Communications
- Develop guidance to support country level communications and conduct orientation sessions on the implementation of country-level communication with country teams;
- Provide training and guide country teams to produce communication material to be used for broad dissemination using different platforms;
- Support the development and roll out of country level communications and dissemination plans while ensuring synergies and a coordinated approach at global level.
Other:
- Attend and support meetings as requested by the Global Coordinator;
- Perform other duties as required, including contributions to reports, digitalization of programme templates and training to the country team in the use of the digitalized forms.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field with at least 3 years of related work experience and/or trainings/courses.
Experience:
Experienced in applying specialized communications techniques to strengthen functional outputs. Demonstrates advanced knowledge of knowledge management principles, with proven experience in developing and managing KM platforms and websites. Brings additional expertise in graphic and web design to enhance content delivery and user engagement.

Languages
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
