Under the overall supervision of the IOM Syria Chief of Mission and the direct supervision of the IBG Programme Manager and Programme Officer, the Project Assistant – Coordination, Capacity Building and Procurement will support (this seems incomplete) the Immigration and Border Governance (IBG) unit in Damascus by coordinating project activities, supporting the design and delivery of capacity-building initiatives, and managing procurement-related processes to ensure timely, compliant, and efficient implementation of IBG projects. The role will also contribute to administrative and operational support, including liaison with internal units and external counterparts, documentation, and tracking of deliverables across assigned activities.

  1. Support the Programme Manager IBG and the IBG Programme officer in the establishment of coordination mechanisms with relevant national counterparts and organization of coordination meetings;

  1. Assist in coordinating capacity-building initiatives both on-site and abroad.

  2. Monitor the activity of implementing partners and verify they deliver planned assistance to the beneficiaries within the timeframe and according to work plans, including in relation to financial tracking, information management and reporting.

  3. Respond to complex information requests and inquiries related to the border management context in Syria.

  4. Draft clear and concise reports, briefings and power-point presentations for various meetings, workshops, conferences and engagements with donors related to IBG projects and programmes implemented in Syria.

  5. Plan, raise purchase requests and coordinate efficient procurement actions from end-to-end with the relevant internal and external parties both in Damascus, Syria and abroad.

  6. Assist in liaison work with the government officials, aiming to maintain close cooperation and working relationship in the implementation of IBG projects

  7. Organize events, meetings and training with beneficiaries, civil society organizations, NGOs, embassies and all other relevant stakeholders with the aim of promoting IBM activities and disseminate its results.

  8. Support the Programme Manager in coordinating any administrative and financial processes and tasks as required, including preparing purchase requests, payment requests and invitation letters.

  9. Establish a filing system, ensure the permanent update and accuracy of archives, coordinate 

  10. closely with the Programme Manager and staff to ensure appropriate document processing and follow-up on pending documentation. 

  11. Provide support to the Programme Manager and programme officer in ensuring that IOM standards for procurement, logistics and financial procedures are duly applied.

  12. Perform other duties as may be assigned.

Qualifications

Education
  • School diploma with six years of relevant experience; or,

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Strong experience in drafting reports and coordinating procurement procedures within the humanitarian sector, ensuring accuracy, timeliness, and full compliance.

  • Experience in working with law enforcement agencies, migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, law enforcement agencies, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

  • Knowledge of UN and bilateral donor programming.

  • Knowledge of financial rules and regulations.

  • Knowledge of International Public Sector Accounting Standards (IPSAS).

Languages

  • Fluency in English and Arabic is required (oral and written).
IOM’s official languages are English, French and Spanish.
