Background
The Carry-on Youth programme in Mocimboa da Praia is supporting marginalised and conflict-affected youth in accessing educational, livelihoods and social engagement pathways. The project provides vocational, soft skills and digital training to youth, centred in the NRC-established Youth Hub in Mocimboa da Praia. The youth project will provide continuous support, guiding and mentoring to project beneficiaries, ensuring they have the capacities, knowledges and opportunities to access desired pathways. NRC will support the youth project beneficiaries after the trainings to find internships and provide legal support for self-employment pathways. The Youth hub in Mocimboa da Praia is at the centre of all the activities, as a community centre and a safe space for youth where they can access digital resources and mentorship to access their desired pathway.

Roles and responsibilities
The Youth technical assistant position is responsible for assisting to the daily implementation of the youth project activities in Mocimboa da Praia. The Technical assistant provides support in the set-up and operationalisation of the Youth Hub, organizing project activities, and support project beneficiaries to access desired pathways. The technical assistant will provide inputs for the operational model of the youth hub and assist the put the project activities in practice and support the youth team in collecting data for reporting and feedback mechanisms.


Generic Responsibilities
1.    Ensure compliance with NRC policies, tools, handbooks and guidelines. 
2.    Implement delegated portfolio of Youth program in line with the project workplan 
3.    Assist in the preparation and development of field activity reports as required by management
4.    Assist in the preparation and proper filing of project documents for youth program activities
5.    Provide technical support and capacity building towards project assistant
6.    Ensure that project is directed to the target population and stakeholders as defined in the youth program strategy and project proposal 
7.    Assist in developing workplans for the youth activities 
8.    Share information and feedback on field activities with the management, including challenges and needs for adjustment in the project implementation
9.    Support the collection of sex- and age- disaggregated data (quantitative, qualitative and anecdotal) so that it can be more effective in meeting beneficiary needs in NRC and partners’ programming.

Specific responsibilities:
•    Support in the implementation of youth activities in Mocimboa da Praia
•    Facilitate training offer in the Youth hub, come up with technical recommendations and set up feedback mechanisms on project activities
•    Provide support to NRC activities in the Youth Hub in Mocimboa da Praia and produce recommendations for the technical implementation of the youth project
•    Ensure ongoing monitoring and reporting of Youth project activities and participate in data collection for project monitoring and evaluation (design, data collection)
•    Produce recommendations for the technical implementation of the youth project
•    Ensure direct communication and feedback with project beneficiaries, and incorporate feedback in project activities
•    Assist in conducting regular assessments and producing relevant reports (including focus group discussions, interviews, questionnaires, etc.). 
•    Support in conducting technical assessments and participate when required in focus group discussions, community meetings, and other community mobilization activities. 
•    Conduct outreach activities with the community and local stakeholders and serve as a link between NRC and these stakeholders, in line with the code of conduct
•    Regularly report project progress, difficulties, lessons learned to Youth team lead and Youth PDM
•    Contribute to preparation of relevant documents (including contracts, MoUs, brochures, newsletters, information notes, information board updates)
•    Perform any other task relevant to the position as requested by the line manager

Critical interfaces
•    Area management team and Youth PDM for strategy and program development
•    Youth PDM and Digital and Information Manager for elaboration, coordination and evaluation of Youth Hub offer and activities
•    M&E unit staff to support in conducting regular assessments, set-up feedback mechanisms and project evaluation
•    Support unit staff for operational aspects related to implementation of project activities

Generic professional competencies

•    Minimum 1 year experience working as an assistant in a technical and/or operational youth programme 
•    Previous experience from working in complex and volatile contexts
•    Documented results related to the position's responsibilities
•    Prior experience in technical capacity development
•    Fluency in spoken and written Portuguese
•    Knowledge of local languages spoken in Cabo Delgado, especially in Mocimboa da Praia district


Context related skills, knowledge and experience
•    Contextual understanding of youth sector and stakeholders in Mozambique is an advantage.
•    Experience in working with local and/or international youth partners
•    Excellent oral and communication skills
•    Experience working with vulnerable groups
•    Proficiency in Office 365 tools (Word, Excel, PowerPoint) and collaborative platforms (SharePoint, Microsoft teams or similar)
