Background
The Logistics Officer position is established to support the effective implementation of logistics functions at Mueda Field Office level in line with NRC policies, procedures, and standards. The role contributes to ensuring that programmes are supported through efficient fleet, asset, and stock management systems.
Under the supervision of the Logistics Team Leader, the Logistics Officer is responsible for implementing day-to-day logistics activities and ensuring compliance with NRC Logistics Handbook, SOPs, and donor requirements. The position plays a key role in maintaining accurate records, supporting reporting processes, and ensuring that resources are utilized efficiently and transparently.
The Logistics Officer works closely with programme and support teams to ensure timely delivery of goods and services, contributing to the overall quality and accountability of NRC operations.
 

Roles and responsibilities
The purpose of the Logistics Officer position is to implement delegated logistics functions in compliance with NRC policies, procedures, and guidelines, and to support the Logistics Team Leader in ensuring efficient and effective logistics operations at Mueda Field Office level.

Generic Responsibilities
•    Ensure compliance with NRC policies, tools, handbooks, guidelines, and donor requirements.
•    Implement delegated logistics functions in line with the approved plan of action.
•    Support the Logistics Team Leader in monitoring logistics activities and identifying gaps or areas for improvement.
•    Ensure proper filing of all logistics documents in accordance with the Securing Supporting Documentation (SSD) SOP.
•    Assist in the preparation of internal and external logistics reports as required.
•    Support the administration and use of resources in a cost-effective manner within approved budgets and timelines.
•    Promote and share ideas for improvement of logistics systems, routines, and procedures.

Specific responsibilities:
Fleet Management
1.    Support the implementation of proper fleet management and vehicle utilization at the Mueda Field Office in line with MOVCON SOP.
2.    Maintain filing of all vehicle records and reports, and prepare requisitions for fuel, repairs, and maintenance as required.
3.    Monitor vehicle fuel consumption and assist in preparing monthly fuel analysis and consumption reports, as requested by the Logistics Team Leader.
4.    Ensure that all vehicles are equipped with the required documents and safety equipment.
5.    Support safe and efficient transport of staff and goods/materials.
6.    Ensure timely reporting of incidents such as accidents and breakdowns to the Logistics Team Leader.
 

Asset Management
1.    Support in updating of the asset register in compliance with the Logistics Handbook.
2.    Ensure all documentation for each asset is complete, accurate, and properly filed.
3.    Liaise with the Country Office to support compliance with asset management procedures.
4.    Assist in reconciliation of Mueda Field Office assets against the asset register and report discrepancies.
5.    Support and participate in physical verification of assets in coordination with the Finance department.
 

Stock Management
1.    Support management of Mueda Field Office stock in compliance with NRC Logistics Handbook and SOPs.
2.    Ensure timely recording of all stock transactions and completion of required documentation.
3.    Maintain and update stock cards for all items.
4.    Assist in generating and sharing monthly stock reports with the Country Office, Finance, and Program teams as required.
5.    Monitor stock levels of office supplies and consumables, ensuring timely replenishment and maintenance of buffer stock.
6.    Support and participate in physical stock verification in coordination with the Finance department.

•    Administration/HR Team – Coordination on fleet usage, staff movement, and operational support
•    Suppliers and Service Providers – Operational coordination for procurement related logistics activities (e.g., transport, maintenance)

Generic professional competencies
•    Minimum 2 years of experience working in logistics, supply chain, or operations, preferably in a humanitarian or development context
•    Bachelor’s degree in Logistics/ Operations/ Supply chain management or in relevant field 
•    Basic knowledge of logistics functions, including fleet, asset, and stock management
•    Experience working with logistics procedures, tools, and reporting systems
•    Proven ability to maintain accurate records and documentation in compliance with organizational requirements
•    Experience in data collection, analysis, and reporting
•    Good working knowledge of Microsoft Office applications, particularly Excel and Word
•    Fluency in English (both written and verbal); knowledge of local language(s) is an added advantage
•    Understanding of compliance and accountability standards in logistics operations

Context related skills, knowledge and experience
•    Experience working in complex and/or insecure environments, preferably in humanitarian or recovery contexts
•    Familiarity with area-level logistics operations, including last-mile delivery and field coordination
•    Knowledge of the local market, suppliers, and service providers relevant to logistics operations
•    Experience in fleet management within challenging road and infrastructure conditions
•    Understanding of asset and stock management in remote or resource constrained settings
•    Proven ability to prioritize tasks and meet deadlines in high pressure operational environments
•    Experience working with diverse teams and stakeholders, including programme and support functions
•    Good understanding of compliance requirements from donors and NGOs
