Project Officer - Karot BMP Field Office

BACKGROUND
The Karot Power Company Limited (KPCL), a subsidiary of China Three Gorges South Asia Investment Limited(CSAIL), has undertaken the construction of the 720 MW Karot Hydropower Project on the Jhelum River, passing through Azad Jammu and Kashmir (AJK) and Punjab. Consistent with the Biodiversity Management (Action) Plan Framework of CSAIL and the International Finance Corporation (IFC) Performance Standard 6, the preparation of a Biodiversity Management Plan (BMP) was recommended in the Environmental and Social Impact Assessment (ESIA) of the Project. The main objectives of the BMP are to further develop the biodiversity
mitigation presented in the ESIA, inclusive of determination of environmental flow, hydropeaking management, and to demonstrate ‘No Net Loss’ of biodiversity in natural habitats where feasible, as required by the IFC Performance Standards. The Biodiversity Management Plan was formulated to address regional biodiversity
concerns and achieve ’No Net Loss’ under the IFC’s Performance Standard 6. It addresses the implementation of Protection Level 2 to conserve, protect and restore the biological resources of the Jhelum River Basin.
In this regard, KPCL has engaged the services of IUCN Pakistan as the “Implementation Organization” (IO) for the BMP of Karot HPP. One of the key deliverables of the IO is the establishment of two BMP implementation
field offices; one in AJK and one in Punjab.
JOB DESCRIPTION
The incumbent will be responsible for implementing the project activities related to BMP field offices established for Karot Hydro Power Project Biodiversity Management Plan (BMP) Implementation, as per the signed agreement with Donor and IUCN Pakistan Country Programme.

The incumbent will be responsible to coordinate with the district & provincial governments of AJ&K and Punjab, for effective implementation of the project activities in collaboration with the Karot Power Company Limited, government & private stakeholders and close coordination with IUCN country office, Islamabad.

As a Project Manager of the BMP field offices, S/He will implement, manage, and coordinate activities of BMP including watch & ward for protection of fisheries, forests, wildlife & sand mining, Schools and communities’ outreach and stakeholders including Biodiversity Management Committee (BMC) members. The incumbent will also collaborate with other partners in project area.

PROJECT IMPLEMENTATION:

•Supervision of BMP field offices and Staff at Beor, Kahuta (Punjab) & Bathiya, Azad Pattan (AJK)
•Technically guide and manage the project field staff
•Ensure the implementation of objectives/activities identified in the project/staff work plan and the approved budget and project agreement.
•Coordinate with KPCL, Govt. Forest, Wildlife, Education, Mines & Mineral, Fisheries Departments, members of Biodiversity management Committees and local administration.
•Responsible for the preparation and submission of monthly, quarterly and annual project progress reports, after internal review in coordination with Programme Coordinator.
•Record, Finalize & circulate the Minutes of the meetings.
•Ensure effective and efficient filing of all project implementation record in hard form and soft form.
•Organize Trainings, Workshops and Events for communities, Schools departments & other stakeholders.
•Any other tasks that are assigned by Line Manager.

TECHNICAL INPUT:

•Provide overall technical support in all the project interventions.
•Identify the additional technical support required within or outside the organization in coordination with line manager.
•Document relevant technical knowledge products for wider us.
•Guide the team in the relevant technical aspects of the project.

BUDGET MANAGEMENT AND REPORTING:

•Manage project expenses in line with the project budget and as per due approval and IUCN financial procedures.
•Record all project expenses and respective documentation and submit bi-monthly and monthly expense report to the line Manager and IUCN finance accordingly.
•Prepare and submit Quarterly Invoice along with monthly & Quarterly progress report to the donor.
•Submit all financial reports as per IUCN’s financial system in coordination with Senior Finance Officer and Programme Coordinator.
•Develop and submit special reports on project, web stories of the events and meetings, press releases and communication materials.

NETWORKING AND REPRESENTATION:

•Coordinate with government line departments, donors, partners and stakeholders of the project for the smooth implementation of project Activities.
•Maintain coordination with BMP management Committee and IUCN Pakistan National Committee members, other organizations and stakeholders working in project area during project implementation.
•Document the lessons learnt through the project and share with the Programme Coordinator and Senior Management Group and Country Representative.
•Prepare Presentations for briefings to the stakeholders, meetings with the donors & Lenders (IFC & MML)
•Develop concept, budget and presentations for new components to the project and additional project phases to expand the scope of the project.

OTHER FUNCTIONS:

•Prepare Proposals for new projects of similar nature or to expand the scope of the project.
•Provide active input to the formal and non-formal fora of IUCN and respective provincial governments of AJ&K and Punjab.
•Coordinate and oversee the consultants and other human resource engaged for project implementation for the timely completion of the assigned tasks and optimum effectiveness and productivity.
•Responsible for the administrative and implementation related tasks of the BMP Field Offices.
•Maintain regular liaison with the IUCN Programme Coordination Unit and corporate units including HR, Admin, Finance, IT & Communications.
