BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP works in Honduras to foster and protect livelihoods and human capital, while addressing the root causes of hunger and poverty and addressing the basic needs of the most vulnerable populations in crisis situations in close collaboration with the Government and other partners in the country.
The WFP has been present in Honduras since 1970, reaching nearly 1.5 million beneficiaries annually. The WFP has a strong presence in the field, with offices and logistics structure in Tegucigalpa, Comayagua, Marcala, Santa Rosa de Copan, Choluteca, San Pedro Sula, La Ceiba, Gracias a Dios and Puerto Lempira.
The job holder will be working in the Emergency Preparedness and Response (EPR) team, under the supervision of the Head of Programme, receiving guidance and regular feedback on work performed. The job holder will act as project coordinator for an initiative on anticipatory action and shock-responsive social protection, in close collaboration with partner agencies and government institutions).
The job holder will also contribute to the EPR team´s work on strategies, early warning and analysis, response planning and implementation, preparedness, coordination, resourcing, documentation and cross-cutting commitments. This role involves coordinating with field offices and collaborating closely with WFP units and UN agencies, humanitarian partners, and other strategic stakeholders to ensure an effective and coordinated anticipatory action before shocks occur.
The incumbent will provide support to the Head of Programme on strategy preparation and the creation of linkages and integration between the different projects and programs under the EPR and Social Protection team, while ensuring the mainstreaming of protection, gender, inclusion and nutrition issues throughout the program cycle, and the strengthening of the linkage between Anticipatory Actions and Shock Responsive Social Protection.
ACCOUNTABILITIES/RESPONSIBILITIES:
Lead national and local level coordination of an anticipatory action and shock-responsive social protection initiative in close collaboration with project partners, government and academic institutions, and other partners.
Provide guidance on risk analysis, trigger mechanisms, and targeting approaches.
Support technical alignment of existing anticipatory action plans with key partners in Honduras.
Support policy dialogue and the alignment of anticipatory action activities with national social protection strategies and disaster risk management frameworks.
Support the identification of potential and sustainable financing sources for anticipatory action in Honduras.
Establish a weather monitoring protocol for WFP Honduras and provide internally national and international early warning updates and recommendations in a timely manner, considering information from CENAOS, NOAA and other sources related specifically to hydro-meteorological events.
Review SOPs for AA internally and in collaboration with partners and ensure readiness and operational capacity to act swiftly in case anticipatory action triggers are reached, tested for example through simulation exercises.
Support the design and rollout of scalable cash transfer programs and other social assistance tools.
Strengthen linkages between anticipatory action and ongoing work on climate services and parametric insurance products in Honduras.
Document and share lessons learned on anticipatory approaches with other programme units and externally with relevant stakeholders.
Support and coordinate the development of research initiatives aimed at gathering evidence on anticipatory approaches, including the linkage to national social protection systems.
Contribute to the preparation of emergency assessment capacities, contingency planning, stakeholders’ trainings, scenario building, simulations, preparedness tools and Concept of Operations to ensure adequate operational readiness and where feasible, a transition plan for more sustainable emergency responses.
Contribute to cross-functional analysis, including in relation to humanitarian access, gender, protection, and context analysis, to inform anticipatory action programming, emergency preparedness and response.
Convene, and chair if required, regular coordination meetings and technical working groups.
Oversee planning, budgeting, and implementation of project activities.
Monitor progress against milestones and ensure timely reporting.
Support further resource mobilization efforts for initiatives on early warning, preparedness and anticipatory action.
Lead the organization and coordination of field missions with partners and donors.
Travel as required. Other tasks as required.
EDUCATION:
Advanced University degree in disaster risk management, environmental science, meteorology, agriculture, food security, social sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
EXPERIENCE:
At least four years of professional experience in early warning, anticipatory action and disaster risk management.
Experience in designing and implementing programmes in the thematic areas of early warning and anticipatory action.
Experience with the set-up of anticipatory action systems, particularly for droughts and floods.
Experience linking climate risk analysis and anticipatory action with national policies, strategies and legal frameworks.
Demonstrable experience of supporting governments to prepare for, anticipate or respond to emergencies, including experience in capacity strengthening with government and partners, leading trainings, simulations and projects with counterparts.
Experience in the development of research initiatives aimed at gathering evidence of anticipatory approaches, supporting disaster risk management frameworks and policies.
Work experience in Honduras and Central America is desirable.
Experience linking anticipatory action with social protection in emergency contexts is desirable.
Prior experience of working with the cluster system or interagency fora is desirable.
Knowledge of WFP assistance modalities and cooperating partners management processes are highly desirable.
Experience implementing protection, accountability to affected population and/or gender programming is desirable.
Excellent communication skills and ability to communicate complex data in a simple manner.
Effective conflict management in the personal and professional sphere.
Solid analytical, research, and problem-solving skills.
Effective and timely interaction with colleagues and concerned parties internally and externally.
