What we are looking for:
NRC Ukraine is seeking a results-driven Shelter & Settlements Project Manager to lead high-impact programming across the East Area of Operations, covering Donetska, Dnipropetrovska, and Zaporizka oblasts. This role is central to delivering timely, high-quality humanitarian assistance - ranging from emergency in-kind distributions and winterisation cash support to household repairs and community infrastructure upgrades.
The successful candidate will take full ownership of the project lifecycle, ensuring strong budget management, effective implementation, and measurable outcomes. They will also play a critical role in strengthening partnerships with local implementing organisations, providing hands-on support to enhance delivery standards and programme success. Leading from the front, the Project Manager will supervise and develop the Shelter & Settlements team in the East, driving technical excellence through coaching, mentoring, and capacity building.

What you will do:
Some of your generic responsibilities include:
Line management for Shelter & Settlements project staff.
Ensure adherence to NRC policies, guidance and procedures;
Promote and share ideas for improvement and necessary changes in the activities;
Provide regular progress reports to the Area Programme Manager and the Shelter & Settlements Specialist.
Coordinate and manage Shelter & Settlements project implementation (activities, budget, procurement, and project documentation) in line with proposals, strategies and donor requirements.
Responsible for implementing technical direction as determined by the Shelter & Settlements Core Competency Specialist (CCS), and ensuring high technical quality of projects, by identifying and implementing ways to improve program quality and cost efficiency
Liaise and collaborate with relevant local authorities and other key stakeholders.
Monthly activity/project reports and other reporting as required;
Ensure that projects target beneficiaries most in need of assistance, explore and assess new and better ways to assist while promoting the rights of displaced people in line with the advocacy strategy.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Some of your specific responsibilities include:
Line management for Project Coordinators (PCs) and other senior project staff.
Identify new opportunities for programming, synergies with the other CCs and partnerships with local actors. Contribute to the development of Country, Area and CC strategies, based on context, technical expertise and assessment of beneficiaries' needs within area of implementation.
Ensure implementation of Safe and Inclusive Shelter & Settlements programming and principles.
Contribute to proposal development process with AO CC specific input in coordination with the CC specialist and the Area Programme Manager.
Develop, update and follow up of detailed project work plans, spending plan, M&E plan and procurement plan for the specific CC projects at area level and ensure proper filing of project documents.
Responsible for management and implementation of CC projects (activities and budget) for both direct and partner-led implementation, according to strategy, proposal, plans and budget, as delegated by APM, and working alongside other CC project Managers on integrated programming.
Develop, manage and monitor project budgets in cooperation with APM and ASM.
Responsible for providing regular reports to the APM and the CC Specialist on project implementation, including suggestions for new and better ways to assist.
Responsible for seeking support and mentoring on technical issues from CC, and complying with the CC strategy guidance.
Participate in the recruitment of project staff in the respective area and CC.
Responsible for capacity development of project staff, and transferring key skills through on the job training.
Apply NRC performance management module with the shelter & Settlements team including work & development plans, regular check-ins and performance reviews.
Responsible for liaison and collaboration with CC-relevant local authorities and stakeholders at area level.
Accountable for adherence to NRC policies and ensuring the CC projects are targeting people most in need of protection assistance.
Promote the rights of IDPs/returnees in line with the advocacy strategy

What you will bring:
Relevant university degree; preferably in architecture or civil engineering;
At least three years of field experience working as a Project Manager, preferably in shelter & settlements programs in complex emergencies, with responsibility for Project cycle management, Risk Management, Staff Development and Management and Grants and Budgets Management
Experience in logistics/administration management;
Experience in management of large-scale infrastructure and energy-focused projects;
Experience with partnership-led shelter and settlements programming, localization, durable solutions and settlements-based approaches;
Excellent communication and reporting skills, both written and oral;
Good understanding of Housing, Land and Property (HLP) context in Ukraine
Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules;
Fluency in spoken and written English is essential
Fluency in Ukrainian and/or Russian language is an asset
Knowledge of the context in Ukraine
Experience working with local implementing partners
Experience in developing new programme approaches, particularly in recovery context or with focus on displacement / durable solutions
What we offer:
Duty station: Dnipro, Ukraine.
Contract: 12 months with possibility of extension
Travel: Regular presence in field locations (30%).
Salary/benefits: Grade 8 contract terms.
