:Full-timePurpose of consultancy:
The purpose of this consultancy is to provide analytical and technical support to the WHO Ukraine Health Financing Unit in strengthening governance and prioritization of capital investments in the health sector. The consultant will contribute to the development of analytical frameworks, indicators, and data analysis supporting the Capital Investment Management System and the Health Sector Investment Prioritization Tool being developed with the Ministry of Health of Ukraine. The consultancy will support evidence-based planning and prioritization of investments in health infrastructure, equipment, and service capacity in alignment with national health system priorities.
Background:
Ukraineâs health system continues to undergo significant transformation as part of broader recovery and reform efforts following the full-scale invasion by the Russian Federation. In addition to ongoing health financing reforms under the Program of Medical Guarantees (PMG), the Government of Ukraine is working to strengthen governance and coordination of capital investments in the health sector. Ensuring that investments in health infrastructure, equipment, and service capacity are aligned with population needs, national health strategies, and ongoing health system reforms is increasingly important in the context of limited resources and growing reconstruction needs.
In recent years, significant capital investments in the health sector have been supported through national budget resources, international financial institutions, bilateral donors, and development partners. While these investments play a critical role in supporting health system recovery and modernization, stronger mechanisms are needed to coordinate, track, and prioritize investments in a transparent and evidence-based manner.
To support these efforts, the World Health Organization (WHO) is working with the Ministry of Health of Ukraine and other national stakeholders to strengthen the governance and prioritization of health sector capital investments. This work includes supporting the development of a Capital Investment Management System to improve tracking and coordination of investment projects, as well as an analytical prioritization tool designed to support transparent and evidence-based appraisal of capital investment proposals.
These instruments aim to strengthen the Ministryâs capacity to assess investment proposals, identify priority investment areas, and ensure that investments contribute to strategic health system objectives and recovery priorities. The prioritization framework integrates data from multiple sources, including the National Health Service of Ukraine (NHSU), demographic and geographic datasets, provider capacity indicators, and international benchmarks.
This consultancy will support the continued development and operationalization of this framework through analytical work, indicator development, and technical support for the implementation of the capital investment prioritization tool.
Deliverables
Methods to carry out the activity:
The consultant will apply the following methods to deliver the assignment:
- Conduct desk reviews of policies, strategies, and analytical frameworks related to health sector capital investment planning and prioritization;
- Collect, document, analyze, and synthesize relevant datasets related to provider capacity, service availability, and health system performance;
- Support the development of analytical frameworks, indicators, and datasets used within the capital investment prioritization tool;
- Prepare technical documentation, analytical summaries, and visualizations to support policy dialogue and decision-making;
- Participate in technical meetings and discussions with WHO, national stakeholders, and development partners.
Outputs and tasks
Under the supervision of the WHO Health Financing Technical Officer, the consultant will:
- Support development of analytical indicators and methodologies used to assess capital investment proposals across priority health service areas.
- Conduct data analysis using available datasets from NHSU, demographic sources, and other relevant databases to support the prioritization framework.
- Provide analytical inputs to the development and testing of the Health Sector Capital Investment Prioritization Tool.
- Contribute to the development of governance and operational processes supporting capital investment planning and prioritization.
- Support preparation of technical presentations, analytical briefs, and policy materials related to capital investment prioritization.
- Participate in technical meetings and consultations with national stakeholders and development partners.
Deliverables
Deliverable 1. Technical inputs provided to support development of analytical indicators and methodologies used in the health sector capital investment prioritization framework.
Deliverable 2. Data analysis conducted and datasets prepared to support the operationalization and testing of the capital investment prioritization tool.
Deliverable 3. Technical documentation and analytical summaries prepared to support the implementation of the prioritization tool and related policy dialogue.
Deliverable 4. Technical inputs provided to support development of governance and operational processes for health sector capital investment planning and prioritization.
Qualifications, experience, skills and languages
Educational Qualifications
Essential: Bachelorâs degree in economics, public health, health policy, public administration, data science, or another relevant field.
Experience
Essential: At least two years of relevant professional experience at national level in health systems analysis, health policy, health economics, capital investments or a related field.
Desirable:
- Experience working with health system data, indicators, or analytical frameworks;
- Experience supporting analytical work related to health sector planning or public investment;
- Experience working with or within the Ministry of Health of Ukraine, the National Health Service of Ukraine, or international organizations.
Skills / Knowledge
Essential:
⢠Strong analytical and quantitative skills;
⢠Ability to analyze and interpret datasets and translate findings into policy-relevant insights;
⢠Strong written communication skills in English and Ukrainian;
⢠Ability to work collaboratively in a team and deliver outputs under tight deadlines.
Desirable:
- Knowledge of Ukraineâs health system and ongoing health sector reforms;
- Experience with data analysis and visualization tools (e.g. Excel, R, Python, Power BI, Tableau or similar);
- Experience working with health administrative data or health information systems.
Languages and level required
Essential: Expert knowledge of English and Ukrainian

Travel:
The consultant may be expected to travel within Ukraine (1â2 trips), subject to the security situation.
Remuneration
Contract total value: USD 19 092
Monthly rate, daily rate and numbers of the days: Monthly rate USD 3182 for 6 months (full-time)
Consultant pay band range: Pay band level NOB
Terms of payment: Payment will be made on a monthly basis after provision of a technical report and approval from the Responsible Officer.
