IOM Chad implements a diverse Peace and Recovery portfolio addressing conflict drivers, advancing durable solutions to displacement, supporting stabilization in affected areas. The consultancy will support technical, operational, monitoring, reporting, and coordination aspects of 3 different projects. The consultant will provide technical and coordination support to IOM Chad’s Peace and Recovery programming, contributing to the development, implementation, monitoring, and reporting of activities aligned with IOM’s mandate, donor requirements, and national priorities.

Project Context and Scope:

The consultancy will support technical, operational, monitoring, reporting, and coordination aspects of 3 different projects.
Organizational Department / Unit to which the Consultant is contributing: Peace and Recovery Unit, Projects CS1427: Enhancing community stabilization in Central Chad: Kanem, Barh el Gazhel and Batha, DS0143: Supporting the Government of Chad to provide Durable Solutions for IDPs, DP2875: Multi-sectoral assistance to displaced populations in Lac province, Chad
Category A Consultants: Tasks to be performed under this contract
Support the implementation of Peace and Recovery programme and its related projects, ensuring compliance with IOM policies, procedures, and donor requirements.
Provide technical guidance for programme development, including drafting project proposals in close coordination with PSU.
Contribute to monitoring and evaluation activities, supporting the establishment of M&E frameworks and tracking progress against project benchmarks.
Support coordination with governmental counterparts, UN agencies, implementing partners, and stakeholders in Nexus, Stabilization and Durable solution efforts
Draft internal and external reports, briefing notes, visibility materials, and communication products linked to projects
Participate in relevant working groups, coordination forums, and consultations on topics such as Nexus and Durable Solutions.
Performance indicators for the evaluation of results
Quality and timeliness of deliverables submitted.
Effective coordination with IOM teams, partners, and stakeholders.
Adherence to donor requirements and internal procedures.
Evidence of improved programme tracking, reporting, and documentation.
Positive feedback from supervisors and programme counterparts.
Qualifications
Education, Experience and/or skills required
Education
Advanced university degree in International Relations, Political Science, Humanitarian Affairs, Development Studies, or related field with 4 years of experience; OR
University degree with 6 additional years of professional experience
Experience
Experience in programme management, implementation, and monitoring
Experience drafting project proposals and engaging with donors
Experience liaising with government and international stakeholders in complex environment
Experience working in Chad
Skills
Strong coordination, supervision, and operational skills
Excellent writing and communication abilities
Knowledge of the UN system and humanitarian architecture
Strong analytical and organizational skills
Ability to meet deadlines and work under pressure
Travel required
Duty travel may be required inside Chad to support field monitoring, coordination, and implementation activities.
