The Policy and Regulations Unit (KIEPR) in the Energy Departments of the Infrastructure Vertical is responsible for developing enabling policies that draw from top-class knowledge and innovations to shape model policies and improve the business environment in the energy sector. At the global level, KIEPR unit closely works and collaborates with the Solutions and Impact units of the Infrastructure Vertical. In addition, KIEPR staff take the lead on embedding frontier global knowledge and expertise in energy country engagements, including joining teams in lending and analytical operations, providing peer review services and supporting the role of Global Directors in quality enhancement activities for selected strategic operations and analytical tasks.
Demand for the team’s services has grown significantly over the years and the team is looking for an experienced power system planner to manage the volume of requests for power systems model development and analysis. As such, the Power Systems Planning Group seeks to hire two new Extended Term Consultants (ETCs) in Washington DC. An essential part of the assignment would be to actively work with planning optimization and load flow simulations required for planning, contribute to development of models, prepare reports and present findings internally and externally (if needed). Tasks will include data mining and management, model design and development, hands-on modelling using General Algebraic Modeling System or any other relevant planning tool including the Electricity Planning Model (EPM) developed by the Planning Group.
Duties and Accountabilities
ETCs will support the senior members of the group on power systems planning engagements for all six regions focusing on (i) development of least-cost generation plans; (ii) transmission expansion plans and load flow studies; (iii) renewable energy integration studies; (iv) financial analysis; (v) manage a team of consultants; task manage specific operations on generation (including RE), transmission, smart grid, power market and regulation; and (vi) collaborate with other internal and external groups to enable the implementation of least cost options.
ETCs will work as an integral part of the Power Systems Planning group on tasks that may include inter alia:
• Actively work with EPM, PSS/E and other planning tools to conduct modeling analysis;
• Liaise with Task Team Leaders and project teams from the regions (including IFC) to develop a definition of the problem, advise solutions, prepare TORs for the work, undertake studies and review outputs;
• Participate in missions as a planning specialist to discuss system planning and project specific issues;
• Conduct training courses on power system planning for our client countries; and
• Mentor junior team members.
Selection Criteria
In addition to the WBG-wide core competencies listed below, the successful candidate will have the following qualifications, experience, skills and personal attributes: • Masters/PhD degree with specialization in power systems engineering, and/or operations research and/or energy economics and at least 5 years of relevant professional experience. • Essential technical requirements include one or more of the following: (i) demonstrated ability to develop and use planning optimization software for practical applications; (ii) strong knowledge of power system technical issues and familiarity with PSS/E or a similar load flow software; (iii) extensive programming skills in GAMS/MATLAB/python/C++ or similar languages. • Desirable requirements: (i) knowledge of power system dynamic studies; (ii) research experience in power system optimization and/or simulation; (iii) working experience in consulting firms/utilities; and (iv) proficiency in French and/or Spanish. • Results oriented, with an ability to work independently as well as devise and produce results in collaboration with departments across the WBG. • Excellent report writing and communications skills in English. • Strong interpersonal, organizational and team management skills, with demonstrated ability to build strong networks and teams to achieve results. • Excellent client orientation and results focus; pragmatism and effectiveness. • Integrity, tact and discretion. • Exemplary track record of working effectively with other development partners. • Sound knowledge of business, contractual and corporate financial practices and policies. • Ability to work independently and to use prudent judgment to acquire help from other team members when necessary. • Fluency in spoken and written English. • High level of work and ethical standards, self-motivated, diligent, and resourceful.
