Internal Vacancy
The Local Systems Strengthening Advisor will provide strategic leadership and technical expertise to strengthen local systems, enhance coordination platforms, and build institutional capacity across RISE woredas. This role bridges high-level strategy with frontline implementation, ensuring clinical excellence and effectiveness. The Advisor will proactively support cluster offices, and woreda officers foster collaboration among implementing partners, and drive resilient, equity-focused development outcomes. Work closely with the MEL team to support implementation of the project’s MEL framework by promoting accurate data reporting from RISE woredas, contributing to cluster-level “Pause and Reflect” discussions to inform adaptive management, and documenting lessons related to strengthening local institutional capacity.

Responsibilities
Strategic Capacity Building of Local Partners
- Design and deliver tailored initiatives to strengthen technical, managerial, and operational competencies of consortium members.
- Align capacity-building efforts with MOH and international strategies and guidelines.
- Conduct needs assessments and implements customized capacity-building plans.
- Provide mentorship to enhance partners’ systems in financial management, governance, and project implementation.
- Facilitate establishment and strengthening of regional stakeholder coordination platforms.
Clinical Mentorship & Capacity Building
- Lead mentorship by demonstrating high-quality clinical skills to field staff.
- Conduct gap analyses to identify technical weaknesses and design targeted coaching interventions.
- Empower woreda-based project staff to mentor health facility workers effectively.
Quality Assurance & Monitoring
- Track performance of field staff to ensure effective support to health facilities.
- Ensure consistency of interventions across partners and woredas.
- Collaborate with project’s MNCHN advisors to verify compliance of MNCHN activities with national guidelines and clinical protocols. Collaborate with MNH advisors, Jhpiego, and EMwA to deliver need-based technical support.
- Provide tailored assistance to pastoralist and conflict-affected regions.
- Support cluster offices in preparing for joint monitoring and high-profile visits.
Representation & Knowledge Management
- Represent the project in regional coordination platforms and technical working groups.
- Collaborate with the Communication and Knowledge Management Advisor to facilitate global learning sessions aimed at scaling successful practices.
- Facilitate cross-office learning sessions to scale successful practices.
- Document lessons learned and best practices in collaboration with the RISE KM Advisor.
Special Initiatives
- Support the implementation of priority initiatives, including EMOTIVE scale-up, oxygen LOX truck process finalization, and TASH WASH support.
- Undertake emerging tasks assigned by the Technical Director, including contributing to strategic initiatives and business development opportunities.
Required Qualifications
- Advanced degree in Public Health, Midwifery, Medicine,
- Minimum of 10 years of progressive experience in MNCH, health systems strengthening, or capacity building.
- Demonstrated experience working with government agencies, NGOs, and donor-funded projects.
- Strong track record in designing and implementing capacity-building programs.
Key Competencies:
- Ability to adapt strategies for conflict-affected and pastoralist contexts.
- Strong coaching and mentoring skills with constructive feedback delivery.
- Proven ability to represent projects to donors and government stakeholders.
- Expertise in local systems strengthening, institutional capacity building, and governance frameworks.
- Deep knowledge of MNCHN, EmONC and quality improvement cycles.
- Proficiency in project management, training facilitation, and stakeholder engagement.
- Data-driven decision-making and evidence-based strategy development.
- Cultural competency and experience in diverse, cross-cultural settings.
- Flexibility to travel and work in remote or under-resourced environments.
Salary: Between 22,966 – 30,206.70 USD per annum.
