About this position
We are looking for a highly motivated and qualified individual to join the team of professionals providing technical support in promoting the Bank's strategic environmental and social (E&S) priorities and ensuring that funded projects are socially and environmentally sustainable.
The Environmental and Social Solutions Division (VPS/ESG) is responsible for ensuring that IDB financed projects, and other activities are environmentally and socially sustainable and comply with the Bank’s Environmental and Social Policy Framework (ESPF) and previous Environmental and Social Safeguard Policies. Specialists and consultants in VPS/ESG provide the Bank and its Borrowers with guidance on environmental and social issues and participate in project teams, providing technical input on social and environmental aspects during project preparation/due diligence and supervision.
What you’ll do
As a social consultant you will play a crucial role in supporting the preparation and supervision of our operations and ensuring compliance with the IDB's ESPF and Safeguards Policies. Your key responsibilities will include (this is an indicative list):
- Supporting the supervision of public sector projects with high and substantial environmental and social risks (according to the IDB environmental and social risk rating) in several sectors in CCB region, such as transport, energy, housing and urban development and water and sanitation. The task entails carrying out at least one supervision mission to each of the assigned projects and provide ongoing support for project execution related to all environmental and social aspects according to Bank Policies. Participating in virtual and/or in-person missions to supervise projects and prepare reports on compliance with the Bank Policies' requirements.
- Support the preparation of projects (category A, B, or C and FI with high and substantial E&S risks) in CCB (Carribean) region (i.e. Jamaica, Barbados, Bahamas, Suriname, Trinidad and Tobago, and Guyana). Although supervision remains as the focus of the position.
- Updating the environmental and social risk ratings (ESRR) and safeguard performance rating (SPR) of projects throughout their lifecycle based on ongoing supervision findings.
- Carrying out the due diligence of social aspects related to public sector projects, which may involve stakeholder engagement, involuntary resettlement, grievance mechanisms, community health and safety, negative impacts on Indigenous Peoples, gender-based violence, among others.
- Preparing internal documents such as supervision reports, initial Environmental and Social Review Summary (ESRS).
- Reviewing and providing input on terms of reference, drafts and final versions of environmental and social management systems, environmental and social assessments and management plans, resettlement plans and other related documents required by Bank Policies.
- Participating in meetings with executing agencies and project team leaders to carry out supervision and/or preparation activities for projects. This entails providing guidance on the application of Bank Policies' requirements.
- Providing training on Bank Safeguards Policies or the ESPF to executing agencies, internal clients, and other key stakeholders (i.e. contractors) involved.
- Participating in training programs to enhance your understanding of the ESPF and further develop your expertise.
What you'll need
- Education: Master’s or equivalent advanced degree in anthropology, sociology, international development, or a related field.
- Experience: At least 10 years of relevant professional experience in social due diligence and supervision, social impact assessments, and work in development projects. Experience with the IDB’s ESPF or any other multi-lateral development bank environmental and social policies is highly desirable.
- Languages: Proficiency in English, spoken and written, is required.

Type of contract and duration
- National consultant Full-Time, 12 months (up to 48 months).
