Organizational Setting and Reporting Relationship

The position of Senior Investment Specialist (Guarantees & Syndications) is assigned to the Guarantees and Syndications Unit (GSU) under the Office of the Director General (OPSD) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Advisor, PSOD and Head, Guarantees and Syndications Unit and will oversee junior team members.

Your Role

As a Senior Investment Specialist (Guarantees and Syndications), you will mobilize financing for ADB's non-sovereign (i.e., commercial/corporate) and sovereign clients through ADB guarantees and/or unfunded risk transfers (including credit insurance) from commercial sources (insurance companies, banks and other entities) by originating, structuring and executing risk transfers in support of ADB lending and guarantees.

You will:

a. Project Management

  • Advise on the use of risk transfers and guarantees during transaction design.
  • Support PSOD teams and the Sector Groups for transactions with risk transfers or guarantees.
  • Identify, structure, execute, and help distribute transactions, through risk transfers, involving ADB's non-sovereign and sovereign clients in the infrastructure, financial and other sectors.
  • Work with approved risk transfer counterparties to originate and execute risk transfers.
  • Lead and/or support the administration of risk transfers and guarantees including maintaining documentation.

b. Business Development

  • Mobilize private capital through the application of risk transfers and/or guarantees.
  • Lead and contribute to promoting the innovative application and design of risk sharing structures and arrangements for more effective resource mobilization and market development.
  • Lead building relationships with major risk transfer counterparties, including commercial insurers, banks and the commercial arms of multilateral and bilateral agencies.
  • Lead in building awareness of risk transfer and guarantee opportunities.

c. Strategy, Planning and Administration

  • Lead and/or support project teams in identifying opportunities that may need risk transfers and/or guarantees.
  • Recommend improvements to ADB's private capital mobilization policies, guidelines and practices as related to risk transfers and guarantees.
  • Contribute to the administration and reporting of ADB's risk transfers and guarantee products.

d. Knowledge Management

  • Lead and contribute to efforts to increase awareness of ADB's risk transfer and guarantee products among other financing parties and ADB staff.
  • Lead and/or participate in preparing staff instructions on risk transfers and guarantees.
  • Lead and/or contribute to maintaining knowledge of emerging best practices in risk transfers/credit insurance and guarantees.
  • Lead and/or contribute to preparing related in-house seminars and workshops, updates of commercial financing transaction briefs, manuals, brochures and other publications.

e. Staff Supervision

  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

  • Master's Degree, or equivalent, in a business or finance related field or University degree and at least 5 years specialized experience relevant to the position can be considered
  • At least 10 years work experience in project, structured finance and/or structured credit and political risk insurance or guarantees, preferably including hands-on experience in originating, structuring and executing loans and/or credit and political risk insurance, guarantees for infrastructure and/or financial sector transactions
  • International experience working in development in several countries
  • Excellent written and verbal communication skills in English

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
