Organizational Setting and Reporting Relationship
This Associate Communications Officer position is assigned to the Planning Division (DCPD) within the Department of Communications and Knowledge Management (DOCK). The position will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and/or Officer.
Your Role
You will support a function that serves as the first point of contact for ADB clients seeking communications support from DOCK, providing quick-turnaround assistance for common requests and guiding users to the right tools, templates or teams. You will support the development, implementation, maintenance and management of automated systems and AI tools to efficiently manage high volumes of internal service requests and enable more self-service access to DOCK's communications offerings.
You will:
- Support communications service requests by coordinating with DOCK teams, consulting relevant experts, and ensuring timely, client-focused solutions.
- Support the assessment and addressing of high-volume, low-touch service requests from clients.
- Support the triaging of complex and/or resource-intensive service requests to relevant DOCK teams.
- Support the development of the processes and platforms required for an automated and AI-enabled system to be the first responder for servicing ADB's support needs.
- Support the development and maintenance of a knowledge base on client request types, frequency, and solutions to inform the development of a self-service system and broader DOCK strategic planning and resource allocation.
- Once operational, support the maintenance and enhancement of the self-service system, ensuring its services and tools are up-to-date and aligned with clients' evolving needs.
- Support strategic communication activities as required, including planning, media relations etc.
- Support planning and execution for communication activities for the Annual Meeting.
- Perform other related tasks that may be assigned by Director, DCPD and reflected in the workplan.
Qualifications
You will need:
- Bachelor's in journalism, Communication, Marketing, International Relations, or related field, preferably with advanced training.
- At least 5 years of relevant work experience in journalism, media relations, public affairs, or strategic communications in the public or private sector
- Understanding of strategic communications planning and campaign development
- Proficiency in media relations, including building relationships with journalists and managing media inquiries
- Excellent writing and editing skills.
- Excellent oral communications skills and team orientation.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
