Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In this context, and under the framework of the of HCFC Phase-Out Management Plan (HPMP), Stage II, Second Tranche, which includes a component related to energy efficiency, submitted in line with decision 89/6, the Government of Bolivia, has requested UNEP to provide technical support in developing awareness raising activities and instructions to RAC technicians, retailers, manufacturers, importers and end-users on the importance and advantages of offering, maintaining, and using RAC equipment with the highest energy efficiency rates, and low-GWP refrigerants. Duties and Responsibilities: In close coordination with the compliance assistance regional team for Latin America, the consultant shall provide technical and strategic support for promoting the adoption of low- or zero-GWP refrigerants and maintaining or improving energy efficiency in the RAC servicing sector in Bolivia. Specifically, the consultant will be responsible for the following actions: - Develop a strategy and implementation roadmap outlining objectives, target groups, key messages, methodology, timeline, and coordination mechanisms for all activities from the consultancy. - Design and implement at least two workshops aimed at importers, distributors and dealers, addressing topics related to the importance of bringing into the country refrigeration and air conditioning equipment that uses low-GWP refrigerants and is energy-efficient. - Develop and implement a communication campaign to promote low-GWP, energy- efficient RAC technologies through an awareness video and two infographics (2,000 copies) highlighting label interpretation and the benefits of efficient, sustainable equipment. - Design and implement at least two workshops aimed at the commercial RAC equipment design and assembly sector, with the purpose of informing and raising awareness among national manufacturers and assemblers about regional and international trends in the use of low-GWP refrigerants and energy-efficiency criteria. - Prepare a comprehensive final report summarizing all workshops and communication campaign activities. The report should include the number and profiles of participants reached, copies or samples of developed materials, key results and feedback received, challenges encountered, lessons learned, and recommendations for future actions.
Qualifications/special skills
A master’s degree in engineering (preferably Electromechanical, Mechanical, or related fields), or in a related technical or environmental field, is required. A bachelor’s degree in a relevant field, combined with two additional years of qualifying experience, may be accepted in lieu of the master’s degree. Minimum of 2 years of experience in the HVAC-R (Heating, Ventilation, Air Conditioning, and Refrigeration) sector, including technical service, project development, or capacity building. Is required Proven experience in developing and delivering training workshops, and implementing communication campaigns and designing related materials, preferably in technical fields such as refrigeration, air conditioning, or energy-efficient systems.Is required Familiarity with Montreal Protocol-controlled substances, their phase-out schedules, and control measures is required Experience coordinating or implementing training programs aimed at enforcement or technical personnel is desirable
Languages
Fluency in oral and written Spanish is required. Knowledge of other UN language an advantage.
