Description
The Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA), at COP27 and CMA4, established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision included the creation of a dedicated Fund for responding to Loss and Damage (FRLD).
Since then, the COP/CMA formally approved the Fund’s Governing Instrument, authorized the FRLD’s Board to secure a hosting arrangement with the World Bank, which includes hosting the Fund’s Secretariat. The FRLD Secretariat, based in Washington, DC, supports FRLD Board, manages institutional relations, aids in strategy, policy, and program development, and oversees management systems.
The Fund’s success rests on the ability to mobilize new, additional, predictable and adequate financial resources that will be used to assist developing countries that are particularly vulnerable to the adverse effects of climate change in responding to economic and non-economic loss and damage. With that, the Fund is able to receive contributions from a wide variety of sources of funding, including grants and concessional loans from public, private and innovative sources.
To support this work, the FRLD Secretariat seeks a highly motivated Resource Mobilization Specialist who will support conversion of the existing pledges and establishing a periodic replenishment structure, and work with the Secretariat to support the Board in preparation of a long-term resource mobilization strategy and plan for the Fund.
The position will report to the Program Manager for Resource Mobilization, Communications, and Partnerships (RMCP). The Specialist will collaborate with other teams within the FRLD Secretariat and the FRLD stakeholders.
The Resource Mobilization Specialist will be based in Washington, DC.
Key Responsibilities:
Contributor engagement strategy
• Develop and regularly update contributor engagement strategy and plan.
• Produce contributor profiles and briefings, accounting for contributor fiscal cycles and priorities.
• Assess the global landscape to identify opportunities to establish and extend strategic funding partnerships. Support the discussions of new funding partnerships and contribution agreements.
• In contact with the Trustee, track and report on conversion of pledges into cash transfers.
• Collaborate with the Budget team to inform the development of the FRLD financial plan to manage commitment authority. In collaboration, monitor utilization of the funds and accumulation of reflows.
Resource Mobilization Strategy
• Support the RMCP Program Manager in providing the FRLD Secretariat’s support to the Board in developing and implementing the Resource Mobilization Strategy.
• Support identification, prioritization, and pursuit of public, private, and innovative resource streams.
• Prepare drafts of relevant materials.
Replenishment
• Contribute to preparation and execution of successful replenishment processes.
• Contribute to organizing the needed events, conferences, roadshows, and dialogues to advance the replenishment discussions.
• Coordinate across other FRLD Secretariat’s teams to ensure the required progress on relevant policy and operational items is made to lead to successful replenishment
Partnerships and coordination
• In collaboration with the Board Affairs and Governance team, monitor the international climate finance landscape, particularly in the L&D space, and benchmark best practices among different stakeholders and recipients of resources.
• Support the efforts in cultivating partnership and relationships with contributors, including public, private and innovative sources.
• Serve as the primary focal point for inquiries from existing and potential contributing partners.
• Under the coordination of the FRLD Board Affairs and Governance team, engage with the resource mobilization aspects of the UNFCCC processes.
Communication and visibility
• Support efforts to increase contributors visibility and recognition; organize partner events and roundtables.
• In coordination with the Communications team, support efforts in ensuring strong awareness of FRLD’s partnerships, achievements, and potential.
Selection Criteria
• Master’s degree in Political Science, International Relations, Public Affairs, Business, Finance or similar.
• Minimum 5 years of relevant professional experience, ideally in international development and resource mobilization and fundraising.
• Good overall knowledge of the Multilateral Climate Funds, including FRLD, their missions, strategies, operations, policies and procedures.
• Experience working with a range of contributors, including public sector and private sector. Exposure to innovative resource mobilization approaches is a plus.
• Superior ability to analyze and synthesize data, produce reports and presentations.
• Strong communication and negotiation skills, with high political acumen and a keen ability to think strategically and problem-solve to address complex issues.
• Strong relationship-building skills, and excellent project management skills.
• Excellent written and verbal communication skills in English required, knowledge of other language(s) is a plus.
