Completed GEF-8 CEO endorsement request package for the Madagascar e-mobility project in the required GEF templates and including all annexes. The consultant will first prepare and share the initial outline of the development strategy and methodology, including a provisional timetable, with UNEP SMU and CMU. This will be followed by the preparation and sharing of the project skeleton document, including the problem tree and Theory of Change. A stakeholder consultation workshop will then be organized, with a summary report prepared and shared with UNEP SMU and CMU. Based on the consultations, the first draft of the CEO Endorsement Document and its annexes will be prepared and shared. A stakeholder validation workshop will subsequently be organized, and a report will be prepared and shared. The final complete GEF CEO Endorsement Document and annexes will then be finalized for PRC review, after which a revised version incorporating PRC comments will be prepared for submission to the GEF. Finally, the CEO Endorsement Document and annexes will be further revised to address any comments from the GEF Secretariat. Performance indicators: • Submission of the Seven (7) deliverables in accordance with deadlines noted in section 3 and using the right templates provided by the GEF and including all annexes. • Reports are considered high-quality, as determined by UNEP based on comparison with other terminal review reports and CEO endorsement packages approved by the GEF. All will be electronic submissions.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority. It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Industry and Economy Division of UNEP supports governments, local authorities, and industry in adopting policies, strategies, and technologies that promote sustainable consumption and production, efficient resource use, safe chemical management, and mutually supportive trade and environmental policies. It advances environmentally sound decision-making through the promotion and transfer of policies, technologies, economic instruments, and managerial practices. UNEP’s Industry and Economy Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Africa. The projects, which are in different stages of development (concept, design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.). The GEF Climate Mitigation Unit of the Climate Change Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. SPECIFIC RESPONSIBILITIES For the development of the CEO endorsement request package: 1. Prepare a development strategy and methodology, including a provisional timetable. 2. Develop the project “skeleton” document, consisting in a 2-page document indicating the proposed project components, outcomes, outputs (with budget at output level), deliverables, as well as the proposed indicators, the problem tree and the theory of change. 3. Develop the log frame, the Problem Tree, the Theory of Change, the SRIF checklist and the results framework for the project. For this, the consultant will liaise with the UNEP SMU and CMU to ensure that the language of objective, outcomes and outputs and respective indicators are aligned with UNEP and GEF guidance. 4. Prepare and organize in close coordination with relevant project partners a stakeholder consultation workshop (1st in-county mission) to develop input to the CEO Endorsement Document (Theory of Change, log frame, results framework, budget, workplan, stakeholder engagement plan, gender action plan, etc.). This workshop will be held to consult the project scope and related budget allocation, develop the monitoring framework, and agree on the modalities to collect high-level data, explore institutional arrangements and discuss execution roles and responsibilities of all parties. 5. Prepare a consultation workshop report summarizing the findings, recommendations and decisions taken during the workshop. 6. Prepare a 1st draft of the CEO Endorsement Document and submit it to the SMU including: a) Indicative co-finance contributions. b) Gender, including gender action plan (this plan consists of gender-responsive deliverables already included in the alternative scenario). c) Environmental and Social Safeguards (SRIF). d) Core indicators: Emission reduction and beneficiary calculations, including a description of the methodology used. e) Budget, procurement plan and workplan. A GEF-8 CEO Endorsement Package with all annexes will be provided by UNEP SMU upon signature of the contract. All annexes are mandatory for UNEP and need to be filled in. Use the agreed templates for budget, workplan, log frame, results framework, TORs, etc. GEF templates can change overtime and if there is a change in templates, there will be a need to use the most recent ones. 1. Prepare presentations for internal discussion to UNEP management describing national circumstances and context, baseline, barriers, proposed intervention, and indicators. 2. Prepare and organize in close coordination with relevant project partners a stakeholder validation workshop (2nd in-country mission) to validate the developed CEO Endorsement Document (Theory of Change, log frames, results framework, budget, workplan, stakeholder engagement plan, gender action plan, etc.). This workshop will be held to present an advanced final draft of the project, validate project scope and related budget allocation, present the monitoring framework, and agree on the modalities to collect high-level data, finalize institutional arrangements and agree on execution roles and responsibilities of all parties. 3. Prepare a validation workshop report summarizing the findings, recommendations and decisions taken during the workshop. 4. Discuss co-finance contributions with each contributor, validate the amount and nature of contribution, identify to which project Component(s) the contribution is allocated, complete the co-finance budget template accordingly, and support reception of signed co-finance commitment letters. 5. Prepare a final and complete version of the CEO Endorsement Document and annexes for submission to UNEP and the GEF. 6. Respond to UNEP Project Review Committee (PRC) and GEF Secretariat reviews and update the CEO Endorsement Document accordingly until final submission. 7. Inform UNEP on the status of work and highlight, in a timely manner, risks related to the quality of the information received and the fulfillment of the project's development schedule.

Qualifications/special skills

An advanced university degree (master’s degree or equivalent) in urban planning, electric engineering, environmental science or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum of five (5) years of professional experience in policy development in sectors such as transport, sustainable mobility, or infrastructure mobility, renewable energy, environment or development is required. Experience working with GEF or UNEP projects is required. Drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is required. Working for multilateral or bilateral funding entities in the field of climate change, transport, mobility, renewable energy environment or development is a desirable

English and French are the official languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
