Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist the government in the developing policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors use their environmental and natural resources sustainably and mitigate the impacts of climate change.

The Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL) is a six-year project (2023 – 2029), funded by the Green Climate Fund (GCF). This adaptation project aims to enhance the climate resilience of farmers and local communities in the Northern Tonle Sap Basin (Kampong Thom, Siem Reap, Preah Vihear and Oddar Meanchey) through public-social-private partnerships and improved access to growing segments of premium agricultural product market while ensuring climate-resilient practices. The PEARL project is co-executed by the Ministry of Environment (MoE), and the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO


Reporting Lines

The Technical Specialist (Coordination, Partnership and Reporting) will work under the overall supervision of the FAO Representative in Cambodia and the direct supervision of the Senior Project Officer (SPO) under the PEARL project. S/he will work in close technical collaboration with the national focal point from the MAFF and MoE, and relevant MAFF and MoE departments to support effective implementation of project activities including coordination on ESS and GESI requirements and contract implementation follow-up.


Technical Focus

The Technical Specialist (Coordination, Partnership and Reporting) facilitates and coordinates the day-to-day implementation of PEARL project activities, ensuring effective communication, coordination, and follow-up between MAFF, MoE, FAO, technical teams, partners, and other stakeholders. S/he supports the strengthening of institutional partnerships with relevant government entities and operational partners, oversees and contributes to the preparation of timely and accurate technical, monitoring, and co-financing reports, and provides continuous operational and technical support to MAFF and MoE to enable effective planning, implementation, monitoring, and documentation of project activities in line with approved workplans, project requirements, and expected results, contributing to the overall performance and impact of the PEARL project. S/he supports day-to-day contract performance monitoring for service providers and consultants, ensuring deliverables are on time, complete, and consistent with agreed workplans and reporting requirements.


Tasks and responsibilities

Project coordination and implementation support

• Act as the primary day-to-day coordination focal point for the implemented PEARL activities under MAFF or MoE.
• Support planning, organization, and follow-up of project implementation under the OPA.
• Coordinate internally with MAFF or MoE technical departments, units, and provincial offices, including PDAFFs or PDoEs.
• Track implementation progress against approved workplans, timelines, and deliverables.
• Identify implementation bottlenecks and support timely corrective actions in coordination with FAO.
• Participate in FAO PEARL PMU coordination meetings, planning sessions, and implementation reviews.
• Follow up on agreed actions between FAO and MAFF or MoE.

Planning and budgeting support

• Support preparation and periodic updating of annual and quarterly workplans under the MAFF OPA or MoE OPA.
• Assist in activity scheduling, sequencing, and budgeting.
• Track implementation progress against approved activity plans.
• Coordinate planning-related matters with FAO PEARL PMU, without duplicating finance functions.

Monitoring, evaluation, and indicator tracking

• Take responsibility for tracking all PEARL indicators assigned to MAFF under the project results framework.
• Coordinate compilation of progress reports and field activity updates from departments, consultants, and provincial teams.
• Maintain updated indicator tracking tools and supporting documentation.
• Coordinate with FAO M&E staff to ensure consistent reporting formats and quality assurance procedures
• Support preparation of inputs for progress reports, reviews, and evaluations.

Co-financing tracking and verification

• In close coordination with FAO Co-financing and Operations (Finance) Specialists, support tracking, documentation, and verification of MAFF or MoE in-kind co-financing.

Affiliate personnel, service providers and contractors coordination

• Coordinate inputs and deliverables of affiliate personnel engaged under MAFF or MoE-led PEARL activities.
• Ensure alignment between affiliate personnel work, MAFF or MoE priorities, and PEARL requirements.
• Track deliverables, timelines and reporting for affiliate personnel, service providers and contractors supporting MAFF or MoE-led activities.
• Flag delivery, compliance (including ESS/GESI) and performance issues early and support corrective actions with FAO and MAFF or MoE counterparts.

Communication, correspondence, and visibility

• Draft and process official correspondence, including letters, invitations, briefing notes, and official communications.
• Support the review of documents, reports, and presentations for completeness and consistency.
• Support preparation of speeches, talking points, and presentation materials for MAFF or MoE leadership related to PEARL.
• Support translation of documents between Khmer and English, as required.
• Ensure ESS and GESI commitments are reflected in project documentation and knowledge products.
• Coordinate preparation of knowledge products and project briefs in line with FAO and GCF guidelines.

Other tasks

• Perform any other relevant tasks assigned by PEARL SPO and the MAFF or MoE Project Coordinator.

Minimum Requirements

• University degree in agriculture and rural development, development management, economics, agri business or related fields.
• At least five (5) years of relevant experience in coordination and implementation of development projects with government institutions, national or international NGOs, or UN agencies. Experience working with UN-funded or donor-funded projects is an asset.
• Working knowledge of English and fluency in Khmer
• National of Cambodia

Technical/Functional Skills

• Demonstrated experience in project implementation, coordination, monitoring and evaluation, reporting, and day-to-day project management.

• Experience working with government counterparts, including ministries and sub-national authorities, and the ability to operate effectively within government-led coordination and reporting structures.
• Basic knowledge of Kobo Toolbox or similar data collection and management systems.
• Proven ability to work independently, manage multiple tasks, meet deadlines, and perform effectively under pressure.
• Good understanding of national and sub-national government structures and key stakeholders in Cambodia.


Selection Criteria

• Demonstrated expertise in one or more of the following areas\: project coordination and management, monitoring and evaluation, and agricultural or rural value chain development in Cambodia.
