BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Mid-term Review is a WFP Country Office-driven participatory exercise to assess the performance of a Country Strategic Plan (CSP). It has an objective of mainly internal learning for the areas of implementation and results and is intended to inform operational decision-making and adjustments to on-going programmes. The main outputs are a report, including recommendations, and an action plan oriented to facilitate the achievement of expected results.

Zambia has made steady progress in achieving Sustainable Development Goals 2 and 17 despite some stagnation due to COVID-19, climate change and economic constriction. Under Sustainable Development Goal 2, the government recently increased coverage on safety net programmes aimed at addressing access to food for the very poor, targeting over 3 million people. Despite improvements, stunting remains one of the highest in sub-Saharan Africa, with 17% of girls aged 10-14 years being stunted.

Leveraging its comparative advantages in Zambia, WFP is implementing  a CSP which is anchored on Sustainable Development Goals 2 and 17, and aligned to United Nations Sustainable Development Cooperation Framework (2023-2027), the National Vision 2030 and eighth National Development Plan across the five integrated CSP outcomes.

  • CSP Outcome 1: Food insecure people in Zambia (including refugees) affected by shocks are better able to meet their essential food security and nutrition needs in anticipation, during and in aftermath of crisis.

  • CSP Outcome 2: Populations at risk of malnutrition in Zambia have improved access to and consumption of safe and diverse nutrient dense food year-round.

  • CSP Outcome 3: Food insecure and risk-prone smallholder farming populations, especially women, youth and people with disabilities in targeted rural and urban areas, are enabled to withstand climate change and other shocks and benefit from more resilient food systems through increased incomes that contribute to improved nutrition and food diversity and increased economic and livelihood opportunities by 2030.

  • CSP Outcome 4: National institutions in Zambia have strengthened capacity to design policies and implement programmes that promote the enhancement of national food systems, emergency preparedness and response (EPR), nutrition-sensitive, shock responsive social protection, supply chain systems and sustainable food security programmes by 2030.

  • CSP Outcome 5: Humanitarian and development actors in Zambia have improved access to on-demand services and benefit from innovative, effective, cost-efficient supply chain capacity by 2027.

The CSP Outcomes are designed to mutually reinforce each other, leveraging existing programmes, partnerships, and opportunities to connect the activities under the various Outcomes to achieve the intended goals, through a combination of integrated interventions, as appropriate.

Under the supervision of the Head of RAM/MTR Coordinator and technical guidance from the Deputy County Director, Head of Programme and the monitoring team, facilitate the process of the Mid-term Review in line with the established Terms of References (ToR).

ACCOUNTABILITIES/RESPONSIBILITIES:

The Support Consultant will work under the overall guidance of the Lead Mid-Term Reviewer and in close coordination with the WFP Country Office team to provide analytical, coordination and documentation support throughout the review process.

Collaboration with the Review Team:

  • Work closely with the Lead Mid-Term Reviewer, WFP Country Office staff and relevant partners to support the compilation, verification and analysis of programme data and documentation, ensuring the quality, accuracy and consistency of information used to generate credible evidence for the Mid-Term Review.

  • Technical Support to Monitoring Processes: Provide periodic and constructive technical inputs to the monitoring and programme teams, in coordination with the Lead Reviewer, to strengthen evidence generation and the interpretation of programme performance data.

  • Document Review and Data Analysis: Support the collection and review of relevant documentation and datasets, and contribute to qualitative and quantitative analysis including desk reviews, Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and secondary data analysis.

  • Field Mission Preparation and Coordination: Support the planning and coordination of field missions, including preparation of field visit schedules, logistical coordination with programme and monitoring teams, and documentation of observations and findings.

  • Stakeholder Consultations: Assist the Lead Reviewer in the facilitation of stakeholder consultations and workshops with government counterparts, cooperating partners and other stakeholders. This includes preparation of discussion guides, documentation of discussions, and synthesis of key insights and emerging findings.

  • Dissemination of Preliminary Findings: Support the Lead Reviewer in organizing and documenting debriefing meetings with WFP management and key stakeholders at the end of field missions to present preliminary findings and collect feedback.

  • Reporting and Documentation: Contribute to the drafting and finalization of the Mid-Term Review report by supporting the synthesis of evidence, documentation of findings, and formulation of key analytical inputs that will inform conclusions and recommendations.

DELIVERABLES AT THE END OF THE CONTRACT:

The Support Consultant will contribute to the delivery of the following outputs in collaboration with the Lead Mid-Term Reviewer:

  • Planning Documents - A detailed review work plan, including methodology, analytical framework and data collection tools. Support materials for consultations, including interview guides and workshop facilitation materials.

  • Mid-Term Review Report and Management Response - Contributions to a concise, analytical and action-oriented Mid-Term Review Report outlining key findings, lessons learned and strategic recommendations. Support for the preparation of the Management Response and Action Plan for the Country Office.

  • Synthesis Report - Preparation of analytical summaries and synthesis of evidence from document reviews, stakeholder consultations, field missions and data analysis to inform the Mid-Term Review findings.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Sociology, Social Development, Development Economics or    Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

  • 6-10 years experience in humanitarian/development field

  • Previous experience working with WFP and has good contextual knowledge of the WFP Zambia operations, conducting reviews, evaluations or monitoring exercises

Knowledge & Skills:

  • Demonstrated skills in project management in general and managing processes

  • Demonstrated advanced skills in analysis, listening, influencing and management of stakeholder relationships

  • Ability to engage diverse internal and external stakeholders proactively Understanding of the country/regional context

  • Technical knowledge in [targeted focal areas]

  • Knowledge of monitoring and performance management concepts and principles

  • Demonstrated skills integrating gender, protection and inclusion issues (for example Indigenous Peoples, disability, etc.) in assessments, reviews, monitoring and evaluations across the [targeted focal areas]

  • Familiarity with humanitarian/development planning and implementation systems and institutional roles

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
