ORGANISATIONAL CONTEXT:
The WFP Caribbean Multi-Country Office covers 22 countries and territories in the English and Dutch-speaking Caribbean and also works with regional bodies including the Caribbean Community (CARICOM), the Caribbean Disaster Emergency Management Agency (CDEMA), the Organization of Eastern Caribbean States (OECS) and others. Since establishing the office in 2018, WFP has emerged as a thought leader in several areas, including shock responsive social protection (SRSP), linking disaster risk financing mechanisms with SRSP, and food security analysis. Building on a strong research and evidence agenda, as well as partnerships with multiple governments to expand social protection support during COVID-19, WFP Caribbean is working in partnership with multiple governments and CDEMA to strengthen emergency preparedness and resilience in the face of shocks, including through social protection, disaster risk management and food systems. WFP's skills on data, analysis and digitalization are a cornerstone of WFP's capacity strengthening efforts with governments and regional institutions.
Complementing this work on capacity strengthening for emergency
preparedness and strengthening resilience in the face of climate change, WFP responds to emergencies (e.g. hurricanes, floods, volcanos), sometimes in multiple countries at once. This includes supporting governments and regional institutions to respond to disasters and shocks, bringing in WFP expertise in monitoring, analysis, assessment, digitalization, GIS mapping, shock-responsive social protection/cash transfers and disaster risk management, among other areas. This approach requires staff with the ability to work with an enabling mindset, while also bringing the necessary technical expertise relevant in the context of small island developing states and upper middle income to high income countries.
JOB PURPOSE:
The incumbent is expected to support the development and implementation of monitoring, evaluation, and reporting plans aligned with WFP corporate standards to generate quality evidence about beneficiaries’ lives and inform the design and implementation of policies, strategies, and programs.
This includes supporting coordination of monitoring activities, supporting decentralized evaluations, supporting thematic/mid-term evaluations, and positioning WFP as a reliable partner for governments in developing monitoring and evaluation strategies. Under the supervision of the M&E Programme Officer, the incumbent will monitor project activities in the country office and support various initiatives as requested.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
M&E Strategy and Action Plan Implementation
• Implement WFP corporate Monitoring and Evaluation (M&E) standards, including SOPs, the Corporate Results Framework (CRF), and data privacy and protection policies.
• Identify evidence needs related to monitoring in consultation with management and technical units.
• Maintain strong relationships with WFP beneficiary communities, cooperating partners, and third-party monitoring partners as appropriate.
• Ensure the integration of gender, equity, disability, protection, human rights, and inclusion concerns into all M&E work.
• Propose and develop innovation projects within the RAM unit.
Data Collection
• Coordinate with partner institutions to consolidate activity site information to inform sampling plans.
• Prepare monthly monitoring plans with guidance from the CO.
• Monitor activity sites, ensuring each is visited quarterly, with a focus on high-priority sites.
• Ensure disaggregation of primary data in alignment with Analysis, planning and performance (APP) Stratification and Disaggregation guidelines.
• Design questionnaires, interview guides, and data analysis plans tailored to CO information needs.
• Conduct various monitoring activities, including distribution, implementation processes, post-distribution, and retail performance monitoring, using CO-developed tools.
Data Analysis, Reporting, and Evidence Use
• Verify, clean, analyse, interpret, and visualize monitoring data based on the needs of diverse target audiences.
• Produce regular monitoring and evaluation reports, leveraging quantitative and qualitative analyses.
• Provide findings and recommendations to inform performance planning and risk analysis.
Capacity Strengthening
• Strengthen monitoring capacity for WFP Field Monitors, partners, and government actors through learning opportunities and information-sharing.
Other Responsibilities
• Represent WFP in inter-agency meetings to exchange knowledge and promote the importance of inter-agency M&E.
• Perform other duties aligned with the role as required by the supervisor.
OTHER POST REQUIREMENTS:
As a humanitarian organization, WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean. In this role, the incumbent may be required to:
• Support the Unit's emergency response activities.
• Deploy to affected countries to assist with operations as required.
• Work beyond regular working hours as needed
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
• Proven knowledge, abilities and skills in the areas of Monitoring and Evaluation;
• Has worked with technical teams (i.e. nutrition, vulnerability analysis and mapping,
research, Monitoring& Evaluation etc.).
• Has contributed to implementation of programmes.
• Experience in implementing qualitative and quantitative surveys
• Expertise in digital data collection using tools such as KoboToolBox, ODK
• Strong report writing and analytical skills.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area.
A Bachelor’s Degree would be an asset.
Experience:
At least six years of relevant experience in program design, implementation, or monitoring in development or community engagement, preferably in food security, nutrition, or rural livelihoods.
Language:
Fluency in both oral and written communication in the English language.

- This position is open to nationals of Trinidad and Tobago, individuals legally authorised to work in Trinidad and Tobago and CARICOM member states and associate members. - Type of Contact: Service Contract Level 6 (SC 6)
- Duration on Contract: 12 months. This contract is eligible for extension. Extension of contracts will be based on satisfactory performance and operational requirements.
- Duty Station: Port of Spain, Trinidad & Tobago
- Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
