Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for an Emergency Officer based in Kharkiv covering DRC activities in Kharkiv and Donetsk Oblasts.  

About the job:

Under the technical and daily supervision of the Emergency Manager, Emergency Officer supports the planning and implementation of emergency assistance activities, including cash, non-food items, and winterization programs. The role contributes to effective program delivery by assisting with field operations, data collection, beneficiary registration, distributions, and documentation. The Emergency Officer also engages with communities, local service providers, and internal DRC departments to facilitate coordination and referrals, while ensuring compliance with organizational procedures and standards.             

Your main duties and responsibilities will be:

Programming & Implementation:

  • Support the planning and implementation of emergency assistance activities (cash, NFIs, winterization), ensuring efficiency and adherence to work plans.
  • Participate in needs assessments, beneficiary registration, and field missions in collective sites and communities.
  • Prepare and maintain documentation packages for beneficiary payments and distributions, ensuring accuracy and confidentiality.
  • Contribute to monthly, quarterly, and annual reports.
  • Contribute to program activities across Kharkiv and Donetsk Oblasts, including field operations, monitoring, and implementation support.

Coordination and Community Engagement:

  • Engage with community stakeholders, key informants, and beneficiaries to strengthen DRC’s community-based approach.
  • Coordinate with other DRC departments to facilitate referrals and information sharing.
  • Support collaboration with local service providers and partners during field activities.

Data & Documentation:

  • Collect and analyze data on beneficiaries to support evidence-based programming.
  • Ensure proper archiving, secure storage, and confidentiality of beneficiary data.
  • Maintain trackers of distributions, warehouse balances, and stock levels, reporting regularly to the Emergency Manager.

Logistics & Field Support:

  • Develop and coordinate field movement plans in collaboration with the Emergency Manager.
  • Assist in the safe handling and distribution of NFIs, ensuring accountability for stock and assets.
  • Support the organization of distributions and ensure accurate documentation of delivered assistance.

About you

To be successful in this role we expect you to have minimum 2 years of relevant practical experience in sector area working for an NGO. Moreover, we also expect the following: 

Required:

  • Relevant university degree (e.g. political science, international development, economics) or equivalent professional experience;
  • Minimum 2 years of experience in humanitarian or NGO operations;
  • Proven experience in field implementation (e.g. distributions, assessments, beneficiary management);
  • Ability to coordinate activities and communicate effectively with different stakeholders (communities, teams, local actors);
  • Basic understanding of project cycle management (PCM) and reporting processes;
  • Ability to work independently, organize tasks, and prioritize in a dynamic environment;
  • Strong attention to detail and ability to manage data and documentation;
  • Fluency in local language;
  • Excellent skill in MS Word, Excel, and PowerPoint.

Desired:

  • Experience working across different sectors (e.g. Protection, Shelter, or similar);
  • Experience supporting coordination or referrals between actors;
  • Familiarity with humanitarian principles (AAP, protection, inclusion);
  • Advanced English proficiency desirable.

  • Contract length: 6-month contract, including a 3-month probation period, with the possibility of extension based on performance and funding availability.
