Duties and Responsibilities
BACKGROUND:. The International Trade Centre (hereafter ITC) is the joint agency of the World Trade Organization (WTO) and the United Nations (UN). The only multilateral agency fully dedicated to supporting the internationalization of Small and Medium Enterprises (SMEs), ITC seeks to foster their inclusive and sustainable growth and development by promoting trade and international business. ITC’s Trade and Investment Policies (TIP), within the Strategies and Policy for Trade and Investment (SPTI) section, aims to build the capacity of the business community in developing and transitioning countries to play a proactive role in trade policy formulation, & negotiations. TIP assists chambers, business organizations, and businesses in articulating their views effectively, influencing policies, and ensuring that trade negotiations, national policies, and regulatory reforms reflect informed business perspectives. TIP also helps policymakers understand the business viewpoint and provides tools to assess trade policy and public-private relations for export competitiveness. About the EU-Guatemala Project “Guatemala: Facilitating Exports and Investment through enhanced digitalisation of government services and promotion of sustainable and inclusive trade with the EU” (C294): The EU–Guatemala project, whose implementation began in January 2025, aims to facilitate trade and investment between the European Union and Guatemala and has two main objectives. These objectives are as follows: • Objective 1: Improve access to, transparency, and delivery of government services targeted at businesses and investors in order to facilitate international trade and investment in Guatemala. • Objective 2: Increase the competitiveness of the pharmaceutical and apparel industries in Guatemala through greater digitalization, sustainability, inclusion, and investment. This ToR falls under Objective 1, specifically Result 1.3 of the Project: ‘The Government of Guatemala has strengthened its capacity to implement enabling frameworks for single windows and competition policies’.’” Objective of the Consultancy The overall objective of the consultancy is to support the implementation of Result 1.3, strengthening Guatemala’s policy and regulatory frameworks in two key areas: i. Competition Policy Component • Support activities aimed at strengthening technical knowledge in competition law, economic regulation, and market analysis. • Provide technical inputs and support analytical work, using appropriate methodologies and tools, related to the analysis of legal and economic practices in markets. • Contribute to activities aimed at strengthening the Competition Authority through capacity development, promotion of inter-institutional collaboration and support to governance practices. • Support capacity-building activities within public institutions and civil society regarding competition policy. ii. Paperless Trade Component • Support analytical and coordination work related to the regulatory framework for the potential implementation of paperless trade in Guatemala. • Assist in the preparation of inputs for project development and coordination with relevant stakeholders. DESCRIPTION OF DUTIES/RESPONSIBILITIES Under the supervision of the Associate Programme Officer, SPTI/DMD, the consultant shall be responsible for the following tasks: 1. Support the SPTI team in the current implementation and coordination of the workplan under Result 1.3 by: • Conducting and participating in regular consultations with ITC colleagues, counterparts, partners and other stakeholders based in Geneva and Guatemala involved in the project, including preparing minutes highlighting key discussion points and agreed follow-up actions; • Ensuring regular updates of the workplan and progress-tracking document, and supporting the definition and update of the strategic workplan for activities related to competition and/or paperless trade; • Preparing inputs for project progress reports related to Result 1.3; • Reviewing and editing relevant documentation and analysing specific technical aspects of the project implementation to ensure coherence with the Guatemalan context; • Supporting the implementation and follow-up of scheduled activities, and contributing to the design of new activities when required; • Drafting Terms of Reference for external consultants or experts supporting the implementation of technical activities under the project; • Drafting meeting minutes, technical background documents, concept notes and/or presentations; • Supporting the organization of meetings and consultations related to project implementation, including those aimed at developing new initiatives. 2. Initiate, contribute to, draft and/or edit substantive technical reports and studies related to the Competition Law and/or Paperless Trade in Guatemala, including defining report structures and conducting background research on relevant topics. 3. Support awareness-raising and communication efforts related to the project and the Competition Law in Guatemala, including drafting technical scripts for promotional videos, coordinating with technical and design teams and providing substantive feedback, and supporting the organization of workshops and/or public events in Guatemala. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
Postgraduate degree (MA/MSc/MBA, PHD or other) Advanced degree (MA/MSc or Other) in Economics, International Trade, Law or related fields. Extensive relevant experience may be accepted in lieu of the university degree. Minimum 3 years of work experience in trade policy, trade negotiations and international trade Demonstrated experience in trade policy and regulatory frameworks, including the analysis and development of trade-related regulations and policies (mandatory) Demonstrated experience in digital trade and paperless trade frameworks, including regulatory readiness assessments. (mandatory) Proven experience in the implementation and coordination of trade-related or competition-related projects in developing and emerging economies, including stakeholder engagement and capacity-building activities Experience working in or with Central American countries, particularly in relation to trade policy or regulatory frameworks, is an asset Advanced technical knowledge in international trade policy and trade negotiations Ability to conduct technical analysis of regulatory frameworks for trade policy and competition-related issues. Strong knowledge of international regulations and standards on digital trade, competition law, and digital governance. Strong analytical, research, and drafting skills, with the ability to produce high-quality technical and policy-oriented outputs. Good communication and presentation skills, with the ability to engage both technical and non-technical audiences. Organizational and managerial skills, including the ability to manage multiple tasks and deliver under tight deadlines.
