Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality.  Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

The International Criminal Court and the Trust Fund for Victims.

The International Criminal Court (the Court or ICC) is the permanent international court based in The Hague, The Netherlands established by the Rome Statute in 1998 to investigate and prosecute individuals accused of the crime of genocide, crimes against humanity, war crimes and the crime of aggression. The ICC has jurisdiction over the most serious crimes committed after 1 July2002, in the territories of States that have acceded or ratified the Rome Statute or by their nationals.

The Trust Fund for Victims (TFV) is provided for by the Rome Statute that established the ICC. Its mandate is to mobilize resources and implement Court-ordered reparations, and other programmes for the benefit of victims of the crimes under the jurisdiction of the ICC. The TFV is governed by a Board of Directors, appointed by the Assembly of States Parties, and supported by a Secretariat, administratively attached to the Registry of the ICC. The TFV has currently programmes in seven situations under the jurisdiction of the Court, and is implementing also programmes responding to four reparation orders issued by ICC judges.

Duties and Responsibilities

The TFV Field Programme Assistant will be tasked with liaising with victims to provide programme support to the functioning of the TFV as a member of the field-based programme team in Uganda. The Field Programme Assistant will work under the direct supervision of the Uganda Programme Manager. The Assistant will perform the following tasks:

Programme Support:

  • Participate under the supervision of the Programme Manager in the admission of eligible victims to participate in the reparations program in conjunction with the implementing partners and the VPRS database in the project area;
  • Ensure that all identified victims have valid identity documents for their tracking and identification within the reparations programme. Where this is not the case, coordinate with the implementing partner on agreed processes to issue their identity documents;
  • Communicate with identified victims on the terms of their admission to the reparation programme and follow-up on the admission process of victims with the respective reparation measures;
  • The Field Assistant will conduct the eligible victim contact notification obligations (Acholi speaker);
  • Perform victim database and records management functions, data entry, case file management, updating entries and victims records in the system;
  • Prepare regular update reports with comprehensive data on the victim admission process for the reparations programme;
  • Support the Programme Manager and the Associate Field Programme Officer in the timely identification and reporting of issues, gaps, best practices, lessons learnt, and success stories in victim identification and admission processes to be used for external communication from TFV’s Reparations Mandate projects;
  • Support the preparation of documents related to internal and external evaluations of the TFV reparation programme in the field;
  • Support in  maintaining a clear and transparent filing system in the Country Office.

Monitoring and evaluation support:

  • Assist the programme team in regularly monitoring beneficiary care within reparation measure initiatives and within implementing partner initiatives;
  • Participate in the preparation of progress reports and monitoring of reparation projects.

Communications Support:

  • Maintain ongoing communication with victims and regularly inform them about the terms of their participation in the reparation programme, the measures offered, the implementation schedule, their responsibilities, and the availability of a complaints mechanism;
  • Develop key messages to share with victims according to specific needs;
  • Manage the programme's SMS communication platforms and disseminate awareness-raising messages to victims after review by the Programme Manager;
  • Propose conflict resolution strategies involving victims to the programme team;
  • Participate in all other external communication activities of the Uganda programme.

Administrative Support:

  • Provide administrative support to the programme team in the organization of events, meetings and workshops, etc.
  • Make travel arrangements for the programme team including preparation of travel requisitions and claims.
  • Support the maintenance and organization of up-to-date hard and electronic files for easy access and retrieval. Ensure safekeeping of confidential materials.

Essential Qualifications

Education:

  • Diploma of secondary education is required.

Experience: 

  • A minimum of six years of relevant work experience in data entry, database management, or record keeping management, or other related fields is required; An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility.
  • A minimum of two years of relevant work experience in programme management in the field is required
  • Previous experience in project management of projects involving vulnerable groups in an international organisation, UN organisation, or international NGO is desirable.

Knowledge, skills, and abilities:

  • Ability to support research and reporting, requiring strong analytical and writing skills;
  • Mastery of monitoring and evaluation principles and tools;
  • Good organisational, administrative, and planning skills in intercultural and multi-disciplinary environment across various geographical locations;
  • Versatile team player able to productively engage and achieve results, also outside of the context of the direct reporting line;
  • Ability to perform under pressure, working independently, and contributing to finding creative solutions to achieve established goals, within the prevailing regulatory and policy environment of the TFV/ICC;
  • Computer literacy in Microsoft applications and data entry.

Knowledge of languages:

  • Proficiency in one of the working languages of the Court, English or French, is required. Knowledge of the other languages is highly desirable for this position, such as Acholi, Lango, or Ateso. Knowledge of another official language of the Court (Arabic, Chinese, Russian, and Spanish) would be considered an asset.

General Information

- Candidates appointed to posts at a P-5 grade or in the Director category are subject to  a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
