Purpose of the Consultancy
The WHO Regional Office for the Western Pacific (WPRO) seeks the expertise of a Resource Mobilization and Partnerships Consultant to support the development and implementation of strategic engagement plans with current and prospective partner entities, focusing on outreach, donor stewardship, and the preparation of high-quality outreach materials. The Consultant will work towards supporting efforts aimed at strengthening WHOâs positioning in the regional public health and development context and the Region's successful engagement with high-impact and diverse strategic partners. This will also include providing targeted support to strengthen engagement and resource mobilization for WHOâs Health Emergencies (WHE) programme, in line with its role in outbreak preparedness, response, and recovery.
Background
The External Relations and Partnerships (ERP) Unit, under the Office of the Regional Director, leads WHOâs engagement with external stakeholders to strengthen the Organizationâs visibility, partnerships, and resource base in the Western Pacific Region. ERP provides tailored support for the management of donor-funded awards, from negotiation to reporting and closure, and ensures clear and effective communications about donor-supported work. The Unit also develops and implements strategies for outreach to donors and partners, cultivates collaboration with state and non-state actors, and supports the Regional Director with external engagements and outreach. This consultancy and its extension will reinforce ERPâs technical capacity to deliver on these mandates, by providing targeted expertise and operational support in resource mobilization, donor communication, and partner engagement, including in support of WHO WPROâs WHE programme.
Deliverables
Output 1: Strengthen strategic engagement with donors and partners
Deliverable 1.1: Support the development and implementation of engagement strategies with state and non-state actors for joint programming and funding opportunities for WHO at the Regional level as well as specifically for the WHO health emergencies programme.
Deliverable 1.2: Conduct research on existing and potential partners, identifying synergies and opportunities for cooperation.
Deliverable 1.3: Initiate mapping of prospective donors including areas of interest, contact point(s), and links to submission portals as applicable
Deliverable 1.4: Support liaison with existing and prospective partners to strengthen relationships, ensure effective donor stewardship, and maintain regular communication to promote the organizationâs strategic priorities and funding needs.
Deliverable 1.5: Assist in organizing high-level donor and partner visits, meetings and events to strengthen relationships and showcase WHO WPROâs work. This will include targeted engagement with health security, humanitarian and emergency donors relevant to WHE.
Output 2: Advance proposal development, resource mobilization, and grants management
Deliverable 2.1: Collaborate with technical teams to gather inputs and ensure alignment of proposals with programmatic priorities and donor expectations. This includes supporting WHEâs resource mobilization efforts for preparedness, outbreak response, and recovery.
Deliverable 2.2: Assist with drafting and refining concept notes, proposals, and briefing documents that articulate WHO WPROâs value proposition and strategic goals, tailored to specific partner interests and funding modalities.
Deliverable 2.3: Assist the WPRO Health Emergencies Programme in developing communication strategies and crafting tailored messaging and materials that effectively engage and attract philanthropic donors across the region.
Deliverable 2.4: Collaborate with the Communication team to leverage communication products that inform donors about WHOâs strategies and encourage funding support for health sector interventions.
Deliverable 2.5: Support the maintenance and use of WHO corporate tools and systems to ensure accurate and timely entry of incoming grants, award data, and donor agreements, in coordination with relevant administrative and technical teams.
Output 3: Advance Strategic Partnership Development and Market Engagement in mainland China and Greater Bay area
Deliverable 3.1: Develop and maintain an updated mapping of priority philanthropic and private sector partners in Hong Kong and Mainland China, including strategic alignment analysis, engagement status, and recommended engagement pathways.
Deliverable 3.2: Support planning and execution of high-level partner engagement missions, including preparation of briefing materials, coordination of meetings, and participation in selected partner consultations to explore collaboration opportunities.
Deliverable 3.3: Lead follow-up coordination with priority partners previously engaged (including Tencent, CFRD, Air Foundation, and others), tracking progress of discussions and supporting advancement toward defined collaboration concepts or partnership frameworks.
Deliverable 3.4: Identify and conduct preliminary scoping of additional China-based partners aligned with WHO WPRO priorities, including preparation of short opportunity notes outlining potential areas of collaboration.
Deliverable 3.5: Prepare engagement summaries and internal recommendations following partner meetings to inform strategic decision-making and next-step actions by ERP leadership.
Output 4: Facilitate Partnership Conversion, Proposal Development, and Strategic Engagement Events
Deliverable 4.1: Support development and refinement of partnership proposals, concept notes, pitch decks, and tailored briefing materials for philanthropic and private sector entities engaged through China mainland and Hong Kong outreach.
Deliverable 4.2: Support preparation and delivery of a private sector and philanthropy engagement dialogue during the WPRO leadership visit to Beijing, including partner outreach, agenda development, stakeholder coordination, and logistical arrangements.
Deliverable 4.3: Document outcomes and prepare post-event follow-up plans, including partner tracking, agreed action points, and contribution to advancing collaboration discussions.
Deliverable 4.4: Provide targeted support to ongoing partnership negotiations by consolidating inputs, preparing draft collaboration materials, and ensuring alignment with WHO partnership engagement processes.
The consultant will work under the supervision of the ERP Unit Lead. The consultant will be required to submit reports on progress in achieving outputs and deliverables, as well as a final report at the end of the contract that details key achievements and support provided to WHO and its counterparts.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential: First university degree in International Relations, Political Science, Social Sciences, Communications, Marketing, Management, Accounting, Financial Management, or Public/Business Administration.
Desirable: Masterâs degree in the relevant field
Experience:
Essential: Minimum 5 years of experience at the national and/or international level in public/external relations, advocacy, partnerships, resource mobilization, and/or grants management. Proven achievements in fundraising and partnership-building with major public health donors.
Desirable: Previous work experience with WHO, other UN agencies. Experience in philanthropic and private sector fundraising in the Asian market.
Languages and level required (Basic/Intermediate/Expert):
Essential: Expert level in English (read â write- speak)
Desirable: Expert level in Mandarin (read-write-speak)
Location
Consultant will work remotely (off-site) but may be required to travel to Manila, Philippines, or another location during the assignment.
Travel
The consultant may be required to travel as per the determination of RDO/ERP Unit Lead.
Remuneration and budget
Remuneration: Band B(USD4,000) at 50% FTE
Expected duration of contract: 18 April 2026 to 17 October 2026
