PURPOSEOFPOSITION

The International Agency for Research on Cancer (IARC) is the specialized cancer agency of the World Health Organization. The objective of the IARC is to promote international collaboration in cancer research.

The Cancer Surveillance (CSU) Branch at IARC is responsible for the collection, analysis and dissemination of information concerning the global cancer burden. In order to achieve this objective, CSU works closely with and provides support to population-based cancer registries (PBCR) around the world. Alongside the use of recorded cancer registry and vital statistics data in the production of online global cancer statistics tools, incorporated into the Global Cancer Observatory (http://gco.iarc.who.int/), CSU serves as the definitive reference source for the provision of national estimates of cancer incidence and mortality. CSU aims to benchmark international differences in cancer survival together with incidence and mortality to inform national cancer policies and clinical guidelines to improve cancer outcomes.

The Global Initiative for Cancer Registry Development (GICR) aims to markedly increase the coverage, quality, and use of data from PBCR in low- and middle-income countries. Coordinated by IARC, the GICR brings together major international and national agencies committed to working collaboratively to improve cancer surveillance worldwide. Six IARC Regional Hubs serve as regional coordinating bodies for GICR activities and as the main point of contact for countries within Latin America and the Caribbean, Africa, Asia, and Oceania.IARC-GICR Centres of Expertise have been established in 14 countries to further strengthen capacity in cancer registration by delivering specific functions in identified geographical areas in one or more Hubs.

The Cancer Surveillance Branch (CSU) at IARC is responsible for the collection, estimation, dissemination and interpretation of the key indicators that describe the cancer burden worldwide. Key priorities of CSU include:

•Ensuring locally recorded high-quality cancer data is available to governments in transitioning countries, thus informing priorities for national cancer control.

•Serving as a reference to the global cancer community in the provision of national cancer indicators.

•Describing and interpreting the changing magnitude and the transitional nature of cancer risk profiles around the world.

•Advocating the health, social, and economic benefits of preventive interventions, through a systematic quantification of their future impact.

To fulfil its mandate, CSU works closely with and provides support to cancer registries around the world and seeks to advocate and capacity-build population-based cancer registration in low- and medium- income countries (LMICs).

To expand the coverage and quality of data from Population-Based Cancer Registries (PBCRs) in LMIC,CSUleadstheGlobalInitiativeforCancerRegistryDevelopment(GICR)since2011.SixRegionalHubshave been established to provide the necessary support, training, research capacity and advocacy tools toassist in a sustainable expansion of high-quality PBCR within each region.

Thesupportto countriesisprovided withthe closecollaboration of centresof expertise, aswell asvia the GICRNet, a network of regional trainers with expertise in different areas of registration is a key resource. Training is a key activity through the existence of the GICR E-learning Modules, and performing face-to- facecoursescoordinatedregionally.Sitevisitscontributetoakeyrole,providingathoroughexternal evaluation, interaction with key stakeholders and technical recommendations. Performing descriptive epidemiological research in collaboration with local researchers contributes to highlighting the value of local / regional incidence and survival data.

Under the supervision of the GICR Programme Manager, and senior scientific staff in the CSU branch, the incumbent will be involved in the development and implementation of general GICR activities, in duties related to the coordination of the IARC Regional Hub for Cancer Registration in Latin America, and in the scientific production and collaboration in the CSU Branch. The Regional Hub for Latin America covers Spanish and Portuguese speaking countries in Central and South America, as well as in The Caribbean.The Hub located initially at the national Cancer Institute in Buenos Aires (Argentina), has been assumed during the last years directly by CSU.

DESCRIPTION OF DUTIES

1.Lead and coordinate the activities of the IARC Regional Hub for Cancer Registration in Latin America according to the GICR operational model and principles. This includes:

·Liaising regularly with the supervisor and with principal investigators at the centres of expertise in planning and executing activities within the Hub.

·Provide technical advice, support and collaboration to cancer registries, Ministries of Health, and registry and health information system related stakeholders within the Hub including,

·Evaluating the operation and impact of cancer registries performing assessments via site visits to registries and preparing the corresponding status reports with recommendations.

·Collaborate with cancer registries in the region, supporting the dissemination of their data via registry reports and research articles including interpretation of local quality issues, epidemiological insights and prospects for cancer control.

·Represent IARC/GICR at high-level meetings, working groups and expert consultations, acting as an expert in cancer registration and preparing technical reports.

·Identify measures of, and assess progress in individual Regional Hubs, taking corrective action, where necessary.

2.Contribute to diverse educational activities within the Hubs and at IARC, including tailored training and technical support to cancer registry-affiliated staff. This entails also follow- up activities and liaising regularly with the different networks of GICRNet trainers.

3.Conduct international descriptive epidemiologic studies using cancer registry data in the context of known quality issues, epidemiological insights and prospects for cancer control. This includes:

·Contribute to data collection, quality improvement and statistical analyses of cancer registry data as part of the remit of the CSU Branch.

·Prepare and write scientific manuscripts, articles and reports based on Hub and related activities as part of the remit of the CSU Branch.

·Contribute to the development, coordination and writing of grant applications in relevant areas with a view to attracting research funding from competitive sources.

4.Contribute to other specific CSU projects and activities regarding the compilation, evaluation and dissemination of global indicators and cancer registration.

5.Draft reports, guidelines, policy briefs and other public health documents that contribute to promoting the role of cancer registries in cancer control.

6.Perform any other related duties as may be assigned by the Supervisor.

REQUIRED QUALIFICATIONS

EDUCATION

Essential:PhDinepidemiology,biostatisticsorinasimilarfieldof research.

PROFESSIONAL EXPERIENCE

Essential:

·At least five years of professional experience in cancer registration and cancer epidemiological research.

·Proven leadership and understanding of challenges in Low- and Middle- Income Countries (LMICs) settings.

Desirable:

  •   Supervisory experience.

·Experience in coordinating multi‑partner studies.

USE OF LANGUAGE SKILLS

Essential: Expert knowledge of English and Spanish is essential.

Desirable: Working knowledge of Portuguese, French or another UN language is desirable.

OTHER SKILLS (e.g. IT)

·Knowledge of MS Office 365 office suite.

·Knowledge of cancer registries software, i.e. CanReg, CRATE, etc.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,335 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station and currently amounts to USD 3,031 per month for the duty station indicated above (subject to change). Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
