Roles and Responsibilities:
The purpose of the Youth Programme Coordinator position is to provide practical, day-to-day technical, quality, and coordination support to direct implementation and partner organisations delivering NRC’s Youth programming. The role helps ensure implemented activities are in line with NRC guidance, donor requirements, and national frameworks, while supporting consistent and safe programming.
Generic Responsibilities:
- Adhere to NRC policies, guidance and procedures.
- Contribute to the development of youth strategy, project proposals and provide input on needs and gaps.
- Coordinate and support the implementation of youth project activities in line with NRC guidance and donor requirements.
- Provide regular reports to the Education PDM on project progress, challenges and mitigations.
- Promote and share ideas for improvement and necessary changes in the activities.
- Provide day-to-day technical supervision and capacity building support to Youth Officers to strengthen implementation quality.
- Liaise and collaborate with relevant local authorities and other key stakeholders.
- Ensure that NRC’s related activities are implemented within NRC’s SIP mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
- Ensure that all SIP cases are referred to the concerned referral focal point.
Specific responsibilities:
- Support the effective and timely implementation of youth programme activities…Support monitoring and follow-up of work plans and objectives in coordination with the Education PDM.
- Conduct regular field visits to youth centres and workshop sites to monitor service quality, identify gaps, gather feedback from beneficiaries and facilitators, and ensure compliance with programme standards.
- Support assessments led by the Education PDM or programme team to inform programme design.
- Ensure the Monitoring and Evaluation (M&E) framework is implemented effectively, including timely data collection, verification, reporting, and documentation, while maintaining accurate and consistent beneficiary records across internal databases and reporting systems.
- Prepare and submit regular, high-quality narrative and financial updates on project implementation, highlighting progress, challenges, risks, and mitigation measures.
- Manage project budgets and direct costs, including planning, monitoring, and revising financial plans to ensure efficient and compliant use of resources.
- Support budget tracking and financial monitoring processes in coordination with the Education PDM and Finance.
- Provide technical supervision, regular feedback, and day-to-day support to Youth Officers in coordination with the Education PDM.pro.
- Ensure adherence to NRC policies and procedures, including recruitment standards for teachers and facilitators.
- Contribute technical and contextual inputs to proposal development and area-level planning processes.
Support beneficiary accountability mechanisms and continuous programme quality improvement.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- Project planning: Education PDM
- Area operations: Area Managers, Support Managers, Logistics, HR, Finance
- Staff capacity building: Youth officers ( three officers)
- Implementation: South, North and Bekaa
- Coordination: Relevant working groups, local authorities, organizations and stakeholders
Generic professional competencies:
Bachelor Degree in Engineering, youth development or equivalent experience in working with youth technical and soft skills development projects.
- Minimum 3 years of relevant job experience in a similar role
- Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting youth in Lebanon
- Proven experience in implementing Education programmes, coordinating activities, and liaising with external actors
- Knowledge of curriculum development and adaptation
- Experience managing Learning Centers and Outreach programmes
- Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
- Fluency in English and Arabic, both written and verbal
