Context

The Displacement Tracking Matrix (DTM) gathers and analyses data to disseminate critical multi-layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations that enables decision makers and responders to provide these populations with better context specific assistance.

The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems (GIS), statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. 

Under the overall supervision of the Global DTM Coordinator and direct supervision of the Senior DTM Coordination Officer, the incumbent will be responsible and accountable for supporting the activities and services provided by DTM support team in headquarters for DTM implementation in the field worldwide, in particular to support development and implementation of supplementary and interoperable systems for quality assurance and further improvement of global DTM data and analysis.

Responsibilities and Accountabilities

  1. Support global DTM data management across 100 plus country operations. Apply standards, support compliance, and contribute to resolving structural issues before publication.
  2. Support the DTM Central Data Warehouse end to end. Contribute to ingestion processes, validation rules, consolidation logic, versioning, and historical consistency across regions and years.
  3. Support the global DTM Application Programming Interface (API) workstream. Coordinate data exposure, schema alignment, access rules, refresh cycles, and quality controls for internal and external users.
  4. Support DTM data transformation into Microsoft Fabric. Contribute to development of pipelines, structures Lakehouse assets, and maintain consistency between legacy Structured Query Language (SQL) outputs and Fabric datasets.
  5. Contribute to scalable data architectures. Support phased migrations, contribute to defining milestones, and assist with addressing technical risks during platform transitions.
  6. Provide technical support to colleagues within the data consolidation workflow, including reviewing data outputs and sharing technical approaches when required.
  7. Support development and review of complex SQL logic for humanitarian indicators, including proportional allocation, rounding integrity, multiyear reconciliation, and treatment of edge cases.
  8. Contribute to maintaining global data dictionaries and metadata standards. Support alignment of indicators, variables, and methodologies across countries, tools, and partners.
  9. Respond to specific queries about data collected by DTM field operations based on data consolidated and other available databases.
  10. Perform other duties as assigned.

Qualifications

Required Qualifications and Experience

Education

  • University degree in Information Management, Computer Science, Engineering, Analytics or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • High school diploma with seven years of relevant experience.

Experience

  • Experience in working in multi-technical teams with Data Engineers, Data Scientists, Geo-spatial professionals and Information Management Officers; and,
  • Experience in developing data workflows serving clear business requirements.

Skills

  • Excellent communication skills: capable to share ideas and explain results to all levels of the Organization and stakeholders;
  • Advanced skills with extensive professional experience in SQL, Python and MS Fabric;
  • Experience in developing AP pipelines; and,
  • Advanced level of data modelling and mobile data collection tools.

Languages

All staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, and Spanish).

For this position, fluency in English and French is required (oral and written).

Working knowledge of Spanish and another official UN language (Arabic, Chinese, and Russian) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
