Who are we?

The Danish Refugee Council (DRC) is a Leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations based on humanitarian principles. Our response in the occupied Palestinian territory is centered on empowering conflict affected communities to meet their basic needs and promoting safety and dignity by addressing protection risks. Operating from two offices in Deir al Balah and Gaza City, and with a coordination office in Ramallah, the DRC maintains an active presence with over 30 national and international staff and four civil society partners. DRC now aims to grow our operation as part of the Middle East Hub, which also comprises Türkiye, Yemen, Syria, Iraq, Lebanon and Jordan.

About the job

The overall purpose of the role is to supervise team members, provide technical support and guidance, ensure the quality of planning, implementation and follow-up of all technical aspects of DRC’s Site Management activities, and maintain strong relationships with persons of concern, relevant stakeholders, and other humanitarian actors to support effective implementation and coordination.

About you

Responsibilities

Team Management & Technical Supervision

  • Lead and supervise CCCM field staff, ensuring clear work planning, task allocation, and performance follow-up.
  • Provide ongoing technical guidance and mentoring to ensure quality CCCM implementation in line with DRC and Cluster standards.
  • Conduct regular performance appraisals and support staff capacity development.
  • Promote staff well-being and adherence to DRC’s Code of Conduct and humanitarian principles.

 Programme Implementation & Quality Assurance

  • Ensure effective planning, implementation, and monitoring of CCCM activities across targeted sites.
  • Oversee establishment and strengthening of representative and inclusive Site Management Committees.
  • Ensure CCCM programming is community-led and incorporates meaningful feedback throughout the project cycle.
  • Supervise regular site monitoring, service mapping, headcounts, and intention surveys.
  • Oversee implementation of Community Feedback Mechanisms (CFM) and ensure proper referral pathways are functional.
  • Facilitate safety audits and support protection mainstreaming in collaboration with relevant teams.
  • Ensure quality implementation of community-led projects and Group Cash Transfer activities where applicable.
  • Support emergency response activities (including rapid site-level interventions) in line with DRC guidelines.
  • Ensure data collection, reporting, and documentation are accurate and up to date.

Coordination & Representation

  • Represent DRC in site-level coordination meetings with communities, local authorities, partners, Clusters, and other stakeholders as relevant.
  • Maintain constructive relationships with service providers and humanitarian actors to ensure coordinated service delivery and avoid duplication.
  • Coordinate closely with DRC WASH, Shelter, Protection and other sector teams to support integrated site responses.

Monitoring, Reporting & Project Development

  • Ensure regular reporting (weekly, monthly, and donor-specific) on site conditions, gaps, and achievements.
  • Contribute to proposal development, budgets, and work plans in coordination with the Site Management Coordinator.
  • Lead site-level monitoring and evaluation exercises and support learning and adaptation.

Budget, Logistics & Compliance

  • Monitor expenditures against budgets and ensure cost-effective implementation.
  • Support procurement processes and ensure timely delivery of goods and services in compliance with DRC SOPs.
  • Coordinate movement planning and distribution plans with Supply Chain, Finance, and Safety departments.
  • Ensure activities comply with DRC policies, donor regulations, and accountability standards.

Accountability & Inclusion

  • Ensure inclusive participation of women, youth, persons with disabilities, and marginalized groups in site governance mechanisms.
  • Promote safe, dignified, and equitable access to services within displacement sites.
  • Ensure information dissemination mechanisms (including public boards) are accessible to all community members.

 Experience and technical competencies:

  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Minimum 3 years of practical experience in sector area working for an INGO
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint

Education:

Diploma / Bachelor’s degree desirable.

National Contract fixed term 6 months Duration with possibility of extension
